This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. DABT10-99-Q-0121 is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition circular 90-32. Solicitation is unrestricted, SIC Code 3531 and size standard 750. Line Item: 0001; Quantity: 1, Unit: Ea. Portable Trailer Mounted, Impact Open Circuit, Concrete Crusher/Recycling Plant. CAPABILITIES: Minimum design rated capacity range of 100 to 150 tons per hour, depending on specific products being made and conditions. must be capable of accepting and processing material with a minimum compression strengths of 10,000 psi, rock/sand/gravel as large as 16 inches in diameter, and capable of processing materials consisting of the following or a combination of the following: rock, sand, gravel, dolomite limestone, traprock, concrete, and C & D rubble containing rebar, concrete block, brick, and asphalt.BASE UNIT CONSISTING OF: Receiving Hopper with a top opening minimum 6' x 16'. Constructed of heavy- duty steel with steel reinforcement of side plates. Vibrating Grizzly type feeder minimum 32" x 16'; include 60" tapered step grizzly of nominal 1.5" openings; belt driven and powered by variable speed minimum rated 20HP, 1200 RPM, TEFC electric motor drive, mounted as integral part with hopper on common base. Horizontal Shaft Impactor with 05 Primary/Secondary, maximum weight 20,000lbs; Minimum 33" x 32" feed opening. Fixed bar solid steel sculptured rotor with cast primary curtain, fabricated secondary curtains with wear resistant replaceable liners, hydraulic shim adjustment on secondary curtain. Crusher housing split with gas powered hydraulic opening for access to rotor, curtains and replaceable liners. Equipped with Fines Bypass Chute for diverting material to the Undercrusher gathering hopper. Under-Crusher Gathering Hopper constructed of heavy- duty steel plate with full-length rubber flashing and replaceable liners. Discharge Conveyor minimum 30" x 30' long for conveying the crusher discharge material to the front of the plant. Equipped with 20-degree troughing idlers. Shall have high impact urethane/rubber slider bed under Impactor discharge area, return rollers, lagged head pulley, wing tail pulley,telescoping belt take-ups, powered by minimum IO HP electric motor drive. Operator and Service Platforms, ladders and railings will be designed as structural steel frame with expanded metal non-skid floors. Platforms and railings shall be located at the crusher, power plant, and hopper to facilitate operation, maintenance and service. Ladders will be appropriately located to allow access to all platforms. Main Trailer Frame shall be designed and manufactured with minimum 18" wide flange beam side rails; have tri-axle suspension with 71" track axles with twelve (12) 11:00 x 22.5 12-ply tires. Brakes will be air controlled with emergency and service glad-hands. Shall be equipped with fifth wheel plate and kingpin that will hook up to commercial fifth wheel heights of 48 to 52 inches; prewired running lights with step, directional and 3 light marker bar; designed with Hydraulic Lift/Leveling consisting of a set of four stiff-leg type hydraulic cylinders controlled by gasoline-powered hydraulic unit complete with in-line load controls on each cylinder and directional control valves. Drives Guards will be constructed of formed sheet metal with wire mash, complete with hinge type doors for easy access to pulleys and belts. Central Control Panel will be NEMA 4 type box, plant mounted complete with circuit breaker, transformer, motorstarters, and fuses, emergency stop, push button two extra 15 HP starters and fuses with quick disconnect plugs for radial stackers; at least one dual 110-volt plug for electrically powered attachments. Equipped iwth remote operator's pendant complete with all start/stop and emergency stop pushbuttons. Power unit shall be plant mounted and consist of a water cooled diesel rated at a minimum 215 HP @ 1800 RPM with electronic controlled governor clutch, emergency shutdown system for low oil pressure, overspeed and high temperature. The power unit shall directly drive simultaneously both the crusher and a 100 KW generator. One 125 gallon fuel tank and two 8D batteries. Generator shall be a heavy- duty base mounted 100 KW generator capable of producing 460 volts, 3 phase electrical power; sufficient to operate all plant mounted electrical motors as well as two additional 15 HP radial stacker motors. Contain standard manufacturer's dust suppression system which will include as a minimum, a spray bar with brass nozzles and a shut off valve between the feed hopper and crusher. ADDITIONAL FEATURES, SERVICES, OPTIONS & ACCESSORIES: Magnetic Separator with a continuous belt magnet with stainless steel clad discharge belt; minimum 5 HP 1800 RPM TEFC electric motor drive. must be configured so that a magnet rectifier converts AC voltage to DC Voltage. Cross Conveyor minimum 18" x 8'6" Long for discharging bypass material to side of plant; full length skirtboards with rubber flashing 20-degree troughing idlers; equipped iwth minimum 5 HP, 1800 RPM, TEFC, electric motor drive. Portable Radial Stacker, minimum 30" wide x 50" long with 24" deep truss frame; equipped with manual swivel wheels and 10:00 x 20, 12-ply tires on a rigid axle; manual rising and lowering mechanism, gathering hopper, pintle hook; minimum 15 HP, 1800 RPM TEFC electric motor drive prewired with 100' of cable from tail. 1-Extra set of type 222 Blow Bars and 440 Blow Bars. 2- Copies of parts, maintenance, and operators manuals; electrical hydraulic, and structural diagrams and schematics. Complete operational set-up including two days of operator/safety training to include necessary training and instructional materials. Primed and painted standard factory color. Minimum one year warranty on all parts and labor. The unit shall carry the manufacturers service and warranty policy. If all or any part of this equipment should prove defective in workmanship or materials, the manufacturer shall bear responsibility for labor, travel and cost to replace or repair the part of defect according to the manufacturer's warranty and this statement without cost to the Government.
