THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IAW THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. This notice RFQ # DTRA01-99-T-0011, constitutes a Request for Quotation (RFQ) for the following: Shop Drawings, Pre-production samples, Fabrication, Delivery, and Installation of 2'x2'x2' and 2'x2'x8' reinforced pre-cast plain concrete planters containing 5"deep planters on top, with drainage, in Dulles Gray (K-48) stain or paint. The Contractor shall (1) provide shop drawings for the 2'x2'x2' and the 2'x2'x8' concrete planters; (2) deliver and install one (1) each 2'x2'x2' and one (1) each 2'x2'x8' Pre-production sample to DTRA HQ Building at 45045 Aviation Drive, Dulles, VA, for approval prior to fulfilling the remainder of the contract order; (3) fabricate 127 each 2'x2'x8' concrete planters and 20 each 2'x2'x2' concrete planters; and (4) deliver and install reinforced concrete planters. The planters will be delivered to DTRA HQ Building, 45045 Aviation Drive, Dulles, VA, and DTRA Dulles West Building, 44965 Aviation Drive, Dulles, VA. The estimated number of planters required, by delivery site, is as follows: 73 planters @ 2'x2'x8' and 8 planters @ 2'x2'x2' to DTRA HQ Building; and 54 planters @ 2'x2'x8' and 12 planters @ 2'x2'x2' to DTRA Dulles West Building. All concrete planters shall contain a 5" deep planter on top, with drainage. Concrete planters shall be installed in place at 3' (max.) on centers (3' gap between each planter). Color is to be Dulles Gray (K-48) stain or paint. Shop drawings for the planters shall be submitted to DTRA for review prior to pre-production sample fabrication/delivery. THIS NOTICE SERVES AS THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act. This Solicitation document has incorporated provisions and clauses that arein effect through Federal Acquisition Circular 97-13. The procedures identified in FAR 13.106 apply to this acquisition. Award shall be made to the responsible offeror with the lowest priced, technically acceptable offer. Technical acceptability will be determined by meeting the specifications stated herein. Offeror quotations shall be broken out and priced in accordance with the following Firm Fixed Price (FFP) Contract Line Item Number (CLIN) structure: CLIN 0001 -- Shop Drawings of one each 2'x2'x8' and one each 2'x2'x2' pre-cast, reinforced concrete planters including a 5"deep planter on top, with drainage, in Dulles Gray (K-48) stain or paint; CLIN 0002 -- Pre-production Samples of one each 2'x2'x8' and one each 2'x2'x2' pre-cast, reinforced concrete planters, including a 5"deep planter on top -- with drainage, in Dulles Gray (K-48) stain or paint, delivered to DTRA HQ Building; CLIN 0003 -- Fabricate 20 each, 2'x2'x2' pre-cast, reinforced Concrete Planters, including a 5" deep planter on top -- with drainage, in Dulles Gray (K-48) stain or paint; CLIN 0004 -- Fabricate 127 each, 2'x2'x8' pre-cast, reinforced Concrete Planters, including a 5" deep planter on top -- with drainage, in Dulles Gray (K-48) stain or paint; and CLIN 0005 -- Deliver and Install Concrete Planters from CLIN 0003 and CLIN 0004.
