The Bureau of Reclamation, PN Region, Boise, Idaho, has a requirement for a bridge for the Wapato Irrigation Project near Toppenish, Washington. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotes (RFQ) is issued as RFQ 1425-99-SQ-360Q and quotes are due September 13, 1999 by COB. The RFQ incorporates revisions and clauses in effect through Federal Acquisition Circular 97-12. This acquisition is a total small business set-aside. The standard industrial classification is 3441 and the small business size standard is 500 employees. The contractor shall provide and transport a 14 feet wide, 80 feet long portable steel bridge superstructure to the project site. Wapato Irrigation Project will unload the superstructure. The bridgemay be previously used, but not for more than one year as a temporary structure and must not have incurred any impacts or events that would otherwise cause the bridge to be unsuitable or fail to meet any requirements in this contract. The project site may be reached by traveling West from Toppenish, Washington. Proceed from the intersection of Highway 97 and Fort Road. Travel West on Fort Road approximately 16.5 miles to Shaker Church Road. Turn left on Shaker church Road and drive South approximately two miles to the intersection of Shaker Church and Unit II Canal Road. Turn Right on Unit II Canal Road (at the second 90 degree bend in Shaker Church Road) and proceed West approximately 1/4 mile to the project site at Toppenish Creek. The bridge superstructure provided shall be rated at U-80 loading at L/300 deflection. The bridge shall come in two pieces and weigh approximately 50,000 lbs per piece, and ready to set upon abutments. Abutments will be provided by Wapato Irrigation Project. The contractor shallhave no obligation concerning the abutments. Technical assistance in setting the bridge shall be provided by the contractor. The bridge may be either painted or of weathered steel construction. Steel deck system shall be 7 gauge galvanized, 4-1/4" deep; with 1/4" x 6" side dam. Deck shall be ready to receive surfacing of asphalt or 7/8" minus compacted roadbase. Guard rail shall be 12 gauge weathering guide rail with standard flared metal end terminals. Crystal delineators shall be attached to the guide rail at alternating posts. Manufacturer recommended bearing plates, elastomeric bearing pads and assembly bolts shall be included.
