Controlled, Portable Side Scan Sonar System. This is a combined
synopsis/solicitation for commercial item prepared in accordance with
the format in Subpart 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. N47408-99-T-0004 is issued and a request for
quotation (RFQ). This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
FAC 97-03. This solicitation is Set-Aside for Small Business, Size
Standard: 750. DESCRIPTION: Introduction: U.S. Naval Construction Force
Divers -- Underwater Construction Teams (UCT) have a requirement to
conduct coastal oceanographic seafloor surveys in water depth 10 to 190
feet in order to map the seafloor and to locate small cables. Currently
the UCT's use a bathymetric survey system (BSS) to produce bottom
contour information. In order to conduct more detailed surveys the
UCT's need a Side Scan Sonar (SSS) system. Equipment Required: One
Each: Complete computer controlled, portable Side Scan Sonar including
as a minimum the following: QUANTITY DESCRIPTION (1) One each -- Deck
mounted, computer control, data display and logging system, in a
single splash proof and ruggedized case (2) One each -- single
frequency 300 kHz 10 degree down towfish (3) One each -- single
frequency 600kHz 5 degree down towfish (4) Two each -- 200 meter long
tow cable (4) Two each -- 100 meter long tow cable (5) Two each -- 30
meter long tow cable (6) One each -- Shipping Container (7) One each --
one External 100 MB Zip storage drive with quantity=10 each 100 MB Zip
discs. Performance Requirement: The SSS must meet or exceed the
following operational characteristics: (1)Commercially available system
with a history of at least 10 or more production units in active
service and spare and replacement parts available off the shelf.
(2)Operable from a 12 VDC automotive-type battery for primary power.
(3)Be a complete stand-alone system (excluding power supply) with
integral (internal) Coast Guard Beacon receiver Differential Global
Positioning System (CGBDGPS). (4)The system shall include all software
for operating the system and processing the data to provide as a
minimum a real time display of: global position; integrated navigation
plotter; seafloor image; and other computer controlled tools for
changing the SSS settings, displaying and enhancing imaged seafloor
information. (5)At times UCT personnel operate at non Coast Guard
Beacon service areas. For operation in these areas the SSS must be
capable of receiving and processing position input from an external GPS
systems such as Global positioning information from the UCT BSS system
and the military PLGR receiver. (6)High resolution color flat screen
display. (7)System must produce digital data that can be stored and
processed on a PC (i.e. the system must work without requiring a
graphic recorder). The Side Scan Sonar must meet the following physical
characteristics and features: (1)Integrated single splash proof
container housing: controls, operation, display and processing unit.
(2)Ruggedized to withstand small boat handling and handling on deck of
navy vessels. (3)Splash proof to be fully operable in a heavy sea
spray environment from an open, small craft of opportunity (such an
inflatable). (4)Lightweight components that are man deployable from
small boats -- components less than 60 pounds weight each. (5)Over the
side deployable components (tow fish) less than 50 lbs. in air weight.
The Side Scan Sonar must meet the following minimum operating
characteristics: (1) Operation and setup of the SSS must be computer
controlled with windows based software features. (2) Operable by navy
enlisted personnel. (3) Provide internal data storage capability for up
to 24 hours of continuous operation. (4) Zoom and enhance seafloor
images. (5) Correlate images with precise geographic position. (6)
Change range (this will require switching towfish). (7) SSS must have
a capability of operating at multiple frequencies: This capability
shall be accomplished by using separate single frequency towfishes. (8)
All Towfish cables must be interchangeable. Training: A factory
training session shall be provided at a manufacturer selected location.
The training session shall consist of one day of classroom instruction
on operation and maintenance of the system and one day at sea to
provide hands on operation of the system. FAR Provisions 52.212-1 and
52.212-2, Evaluation-Commercial Items applies. Evaluation criteria will
be technical capabilities, price, past performance. Offerors are to
include a completed copy of FAR Provision 52.212-3, Offeror
Representations and Certifications-Commercial Items, with its offer.
FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items,
applies as well as FAR Clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items.
