This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA Langley Research Center intends to purchase One (1) electronic system to measure acoustic nonlinearity of materials, One (1) set of a Harmonic Accessory package, and One (1) each of a Diplexer for operation in conventional studies. The required system and accessories shall consist of RITEC Model SNAP 0.25-7-l1-PC or fully equivalent with the various accessories in the "harmonic accessories package". The device is an instrument that measures the ultrasonic non-linearity parameters of materials in the frequency range of 100 Khz to 30 Mhz. It possesses the hardware outlined below, and a computer with specially written software to control the various systems and to take and record the measurements. The hardware shall consist of: o A power supply with correct DC voltages (power and bias) and with sufficient current capability to simultaneously supply all devices listed below: o 2 gated amplifiers capable of each delivering up to 5 KW from 25 Mhz to 5 Mhz, with at least 100 watt output at frequencies to 20 Mhz into a 50 ohm resistive load while maintaining stability when delivering power to complex impedance, in a frequency range from 100 khz to 30 Mhz, with on/off ratio of better than 140dB, capable of 200 5s pulse width, and a maximum duty cycle of better than 0.3%. Overload provisions for shutdown without damage to circuits. o Two synthesizers with a frequency range of 100 khz to 32 mhz, with output level control of better than 20dB, with RF level control 0 to 5 V in 0.01 V steps o Pulse width range from 0.1 5s to 6553 5s in 0.1 5s steps o Quadrature phase sensitive super hetrodyne receiver with 2 inputs, input impedance of 50 ohms, and a frequency range of 40 Khz to 80 Mhz, gain from 10 dB to 88dB in 2 dB steps, 1 volt peak to peak receiver output, IF frequency 20 MHz. High pass filtration of 0.4, 1, and 4 Mhz, Reference phase under software control 0 0 and 1800, with phase detector outputs of 0 and 90 degrees, or 180 and 270 degrees, with maximum phase detector monitors output level 1200mV, and phase detector video low pass filters 50 khz, 100khz, 150 khz, 250khz, 400khz, 800khz, 1.5Mhz, and 2Mhz. o Preamplifier (low noise) with a frequency response from 0.5 to 40 Mhz, with voltage gains adjustable to 40dB. o Timing is positive TTL with synthesizer clock of 80 Mhz, time base 10 Mhz, derived from synthesizer clock, trigger source internal, external, or computer, integrator gate width 0.1 to 6553 5s in 0.1 5s steps, integrator gate delay 0.1 to 65535s in 0.1 5s steps o Measurement Circuits: D-A converters (six each) each with 12 bit resolution, output range 0-4.99 V (for 5 of the converters) and -2.5V to2.5 V (one converter); A-D converter 16 bit, self calibrating; Diagnostic A_D converter with 8 bit resolution with 8 multiplexed inputs. o Computer interface 32 bit TTL, with data acquisition card (ADAC 5632 TTL, and IEEE-488 interface protocol and drivers o A Pentium-based computer equipped with software to control the modules and record data. Computer comes with expansion slots, an ADAC 5632 board, an IEEE-488 interface board, a video screen and other accessories. The provisions and clauses in the RFQ are those in effect through FAC 97-13. YEAR 2000 COMPLIANCE (May 1998) [Applicable to IT purchase only] (a)"Year 2000 compliant," as used in this clause, means that the information technology (hardware, software and firmware, including embedded systems or any other electro-mechanical or processor-based systems used in accordance with its associated documentation) accurately processes date and date-related data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, and the years 1999 and 2000 and leap year calculations, to the extent that other information technology (IT), used in combination with the information technology being acquired, properly exchanges date and date-related data with it. (b) Any IT provided and/or maintained under this contract is required to be Year 2000 compliant. To ensure this result, the Contractor shall provide documentation describing how the IT items or services demonstrate Year 2000 compliance, consisting of : standard product literature or test reports. (c) The Contractor warrants that any IT items or services provided under this contract that involve the processing of date and date-related data are Year 2000 compliant. If the contract requires that specific listed products must perform as a system in accordance with the foregoing warranty, then that warranty shall apply to those listed products as a system. (d) The remedies available under this warranty shall include repair or replacement, at no additional cost to the Government, of any provided items or services whose non-compliance is discovered and made known to the Contractor in writing within 90 days after acceptance. In addition, all the other terms and limitations of the Contractor's standard commercial warranty or warranties shall be available to the Government for the IT items or services acquired under this contract. Nothing in this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than Year 2000 performance. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: 52.222-3, 52.233-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 and 52.225-21 w/ALT. 1 52.239-1. Quotations are due by 09/13/99 to the address specified above. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by information submitted by the offeror providing a description in sufficient detail to show that the product quoted meets the Government's requirement.
