The Radar Target Scatter (RATSCAT) Division of the 46th Test Group, Holloman AFB NM, has a requirement for the modification of the Outdoor X-Window Large Chamber Analysis Tool (XLCAT), developed by The Pennsylvania State University, at the RATSCAT facility. The modification will enhance the Finite Difference Time Domain (FDTD) method for electromagnetic analysis by integrating RATSCAT materials and geometries. Full knowledge of the Outdoor XLCAT code suite including the integrated Graphical User Interface is required. This acquisition will be processed on a sole source basis under the authority of 10 USC (c )(1), only one responsible source. This notice of intent is not a request for competitive proposals. However, all interested persons may submit notice of interest within 15 days from the date of this publication to be considered by the Government to include persuasive information as to why your firm could perform this requirement. This information will be evaluated and used to determine if competitive opportunities exist. This synopsis may represent the Government's only notice of this acquisition.
