Quotation (RFQ) for a Digital Vibration Control System, Model No.
VWIN/16, with sixteen input channels and accessory options. The system
will be capable of controlling up to eight channels. It will be
configured for control of sine, oscillator monitor, random, classical
shock, shock response spectrum, sine chirp, resonance dwell, swept sine
on random (up to eight tones), random on random, burst sine and time
replication acceleration data. The controller will analyze PSD and
transient capture data. The system will be able to export to ASCII file
and bit map graphics, import ASCII spectrum and time data. It will have
a network interface, remote interface, RS232 interface, sixteen input
channels and will be able to acquire long duration time waveforms of up
to 20 minutes. The controller will have system hardware based on
Microsoft Windows operating system. All hardware will be located within
the controller workstation CPU on separate plug in boards and all
external connections will be BNC. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to
purchase the items from Unholtz-Dickie Corporation, 6 Brookside Dr.,
Wallingford, CT. This sole source action will be issued pursuant to FAR
13.106-1(2)(b) and is based on the following factors: (1) The
controller is required to interface with and run in tandem with an
existing, identical Unholtz Dickie system; (2) The controller must
accept and analyze vibration data exactly as the existing system and
provide identical data plots to obtain conformity in final test
reports; (3) The software used must be such that all future updates
will apply to both systems. Unholtz Dickie is the author of the
software and maintains proprietary rights; (4) The digital control
system will be used to run vibration tests of flight hardware
(sometimes one-of-a-kind) with values exceeding $250,000. Laboratory
technicians have been trained on the use of the existing digital
control system. Having morethan one digital control system and/or
separate operating procedures in the same laboratory will significantly
increase the possibility of damaging test articles including safety
critical hardware and other flight hardware; and (5) Writing new
training and operating procedures would have an unacceptable impact on
both schedule and operating budgets. The Government intends to acquire
a commercial item using FAR Part 12. Interested firms have seven (7)
days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the seven (7) days or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to not
compete this proposed effort on a full and open competitive basis,
based upon responses to this notice is solely within the discretion of
the Government. Oral communications are not acceptable in response to
this notice. All responsible sources may submit an offer which shall
