Only one responsible source and no other supplies or services will satisfy agency requirements. A J&A for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement shall cover modification and enhancements of the Force Level Analysis and Mission Effectiveness System (FLAMES)-based graphical application, previously developed by Ternion, to allow for Command and Control Part Task Trainor (C2PTT) simulation capability. FLAMES was previously developed by Ternion and is a proprietary system. Location of Project: Hurlburt Field, FL. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
