E-MAIL: Jessica C. Miller, jessica.c.miller1@jsc.nasa.gov. NASA/JSC plans to issue a Request for Proposal for Fabrication of CVD Diamond Wafers for the Genesis Discovery Mission. The free standing diamond films are required to be 3 cm in radius and 700 microns thick, of which the outer 50 microns should be composed of 90% C13. The diamond films are to be polished on two sides and require the following purity levels: Oxygen -- less than 1.0 parts per million atomic, Nitrogen -- less than 0.2 parts per million atomic. NASA/JSC intends to purchase thees items from Raytheon Systems Company pursuant to 10 U.S.C. 2034 (C)(1) because they are the only know source capable of meeting NASA's specifications of manufacture. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. An Ombudsman has been appointed. See Internet Note "B". Interested firms have 21 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
