Aeronautics and Space Administration (NASA) intends to solicit
proposals for a new technology development program in support of the
Office of Earth Science (OES). The objective of this new program, the
Advanced Technology Initiatives Program (ATIP), is to develop and
demonstrate component and subsystem technologies which: o reduce the
risk, cost, size, and development time of three areas of importance to
the Earth Science Enterprise: 1. Earth observing instruments 2.
platforms and 3. information systems o enable new Earth observation
measurements. The ATIP is designed to bring instrument, platform and
information system components and subsystems to a demonstrated
technology readiness level in order to allow integration into an
on-going technology development program, such as IIP, NMP, or directly
into other programs for infusion into an instrument design. This NASA
Research Announcement focuses only on Item 1 above, Earth observing
instruments, limited to space-borne and airborne remote sensing
measurements. The NRA solicits a range of proposals for instrument
component and subsystem technology developments that have the highest
potential to meet the goals of the ATIP and the measurement capability
requirements of OES. Included in this range are requirements analyses,
laboratory development and demonstration, and breadboard and/or
pre-engineering model construction for instrument component and
subsystem technologies. The results at the conclusion of the
development effort should provide convincing evidence that the
components or subsystems can be integrated into an on-going technology
development program, such as IIP, NMP, or directly into other flight
validation programs for infusion into an instrument design. The NRA
will be available electronically on the release date, via the Internet
at the Earth Science Enterprise ''Home Page'' at

anonymous ftp at ftp.hq.nasa.gov/pub/ese. A paper copy will be
