The Federal Highway Administration (FHWA) plans to award a Purchase
Order with Ohio University to perform the Evaluation of Forces on Dowel
Bars under Controlled Conditions. This research will be done to further
define the impact of curing, environmental cycling and wheel loading on
the performance of PCC pavement. The result of this research is needed
to validate and support critical mechanistic pavement design
methodologies. The evaluation will be performed by Dr. Sargand of Ohio
University who is recognized as a national leader in the area of
constructing testing and evaluating instrumented concrete pavements and
specifically dowel bar response to environmental and dynamic loadings.
In order to accomplish this goal the research must be performed at a
US facility that has an accelerated pavement loading facility that is
capable of testing full sized concrete pavement test sections under
controlled environmental conditions with wheel loads up to 30,000.
Because Dr. Sargand and the Ohio University havethe combined unique
knowledge and the specialized pavement testing facility required for
the success of this pavement research activity, they are the only known
source available. This is a Simplified Acquisition and the anticipated
