This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION : QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number EASC 00-0009 is issued as a Request for Quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13. This procurement is full and open. The associated standard industrial classification code is 3661. A firm is a small business for the purpose of this requirement if it employs less than 1,000 employees. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), has a requirement for a contractor to provide labor, material, equipment, services (except as otherwise specified) for preventative and remedial maintenance on Government owned NEC 2400 PBX system andCentrigram Automated Phone System located at 1 Blackburn Drive, Gloucester, Ma. Preventative and Remedial maintenance shall be provided for the current Call Quest III Call Accounting System, until a new Call Accounting System (not yet determined) is put in place. The Contractor shall provide maintenance on the Digital Line Card 16ELCH-J installed in the PBX system, which supports NEC Series E display multiline telephones for the NMFS Law Enforcement Division. System maintenance on the Digital Telephone System (DTS) shall include, but not be limited to periodic visits necessary to keep both hardware and software systems in good operating condition. The Contractor shall provide emergency service 24 hours per day, seven days per week. Response to emergency maintenance calls shall be within two hours. Response to routine maintenance calls shall be within 24 hours. The Contractor shall certify that a technician will be on the premises and initiate repair/troubleshooting within required time frames. An emergency maintenance call is defined as a failure involving five or more voice/data circuits, 20 or more telephone instruments in the total system, or any failure affecting NMFS operations, regardless of circuit instrument quantities. Preventative maintenance shall be performed during the Principal Period of Maintenance (PPM), 8:00 AM to 4:30 PM, Monday through Friday, excluding federal observed holidays. Preventative maintenance shall be performed in accordance with manufacturer's recommended practice and service intervals, and shall not exceed 24 hours during the PPM. Resident on-site maintenance is not required. The Preventive maintenance performed during non-Principal Period of Maintenance hours shall be provided on an on-call basis. Preventive maintenance shall be coordinated with the Government Telephone Representative (GTR), and performed at a time which will cause the least inconvenience to the Government. The Contractor shall notify the GTR at least four hours in advance, of service interruptions. The startingtime and duration of service interruptions, and identification of affected (Circuit/equipment) shall be specified during notification. A verbal notification shall be provided to the GTR immediately after service has been restored. All remedial maintenance shall be performed after notification that equipment will be inoperable. The contractor shall provide a designated maintenance representative and an answering service or other continuous telephone service, to permit the Government to provide and receive notification of routine and emergency service interruptions. Contractor shall guarantee that replacement parts for the equipment set forth in this contract shall be original manufacturer's parts that are new or equal in performance to new parts, and available for the life of the contract. The contractor shall have an acceptable stock and source of supply, to enable repairs to be made within the times defined in the contract. Support Services: The contractor shall support any telephone moves, changes, additional requests for new equipment, and any software updates on the DTS. The Contractor shall provide a point of contact, with a local or toll free telephone number, and a company address to the GTR so that the Government can submit any requests to the contractor to provide such work. The Government will submit requests as follows: (1) Verbal notice via telephone, confirmed in writing within five days of request; (2) Fax to the contractor via local or toll free telephone number to be provided by the Contractor; (3) Written via U.S. mail. Upon receipt of notification by a designated NMFS representative, equipment additions, removals, and changes or relocations shall be completed by the contractor with the following: (1) 1 -- 5 stations, five business days; (2) 6 -- 10 stations, eight business days; (3) 11 -- 15 stations, ten business days; (4) 16 or more stations, time interval negotiated between Contractor and GTR with a maximum of 20 business days. The period of the contract shall be from the effective date of award through 12 months thereafter, with option to extend for four additional years. This award will be based on price and past performance. Contractors shall include a description of current and past work of a similar or identical nature in such a manner that an evaluation can be made of the performance history and the relevance of this experience to the requirements of this solicitation. Contractors shall include phone numbers, contacts, and any other information necessary to verify credentials.
