The US Merchant Marine Academy, Kings Point, NY intends to contract
with Tano Corporation of New Orleans, Louisiana, on a sole source basis
for the development and execution of a maintenance program and the
development and execution of a Long Term System Support Program for its
unique Computer Aided Operations Research Facility's Machinery Control
System Simulator. Tano / Kongsberg Norcontrol is the
manufacturer/integrator of the USMMA's Machinery Control System
Simulator. The initial period of performance shall be November 15, 1999
through November 14, 2000, with the possibility of four (4) option
years to follow. Interested parties must be able to demonstrate the
ability to procure the required proprietary replacement parts and
maintain the proprietary Kongsberg Norcontrol Machinery Control System
Simulator software and proprietary program support environment
software. See Numbered Note 22. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has programs to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital and bonding
assistance for transportation-related contracts. This is applicable to
any eligible prime or subcontract at any tier. The DOT Bonding
Assistance Program enables firms to apply for bid, performance and
payment bonds up to $1.0 millions per contract. The DOT provide an 80%
guaranty on the bond amount to a surety against losses. Loans are also
available under the DOT Short Term Lending Program (STLP) at prime
interest rates to provide accounts receivable financing. The maximum
