This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation R1-04-99-89 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. This is a total small business set-aside. The standard industrial classification code is 4213, and the small business size standard is $18.5 million. Provide a Lump Sum price for load and haul of approximately 3000 Cubic Yards of rock from Varnum and Beauty Creek, Kootenai County, Idaho and deliver to Moon Creek, Shoshone County, Idaho. Haul distance is approximately 50 miles. Rock is contaminated with mine waste. All delivery shall be completed by September 9, 1999. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. A contract will be awarded to the best overall value offer, price and other factors considered. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, Commercial Items with its offer. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items and Addendum to 52.212-4 include the following FAR clauses: 52.236-5, 52.236-6, 52.236-7, 52.236-9, 52.236-12, 52.236-13 apply to this acquisition.
