construed as a commitment by the Government to issue a solicitation or
ultimately award a contract. The Coastal Systems Station (COASTSYSTA),
Dahlgren Division, NSWC, Panama City, FL 32407-7001 is seeking sources
to conduct overspeed tests for the Landing Craft Air Cushion (LCAC)
Vehicle lift fan impeller. This test involves spinning an LCAC fan
impeller assembly to confirm the structural adequacy of the assembly at
120% of the maximum fan speed. Conduct of this test requires the use of
special adapters and tools to spin the fan assembly. Each impeller
consists of a 28 bladed centrifugal double-width impeller. The blades
are made from 6061-T6 aluminum. They are mounted using stainless steel
angles and mechanical fasteners. The impeller is 63-in diameter and
has a nominal speed of 1692 RPM. The fan capacity is 3,500 ft3 per sec.
The Contractor will be required to conduct a 2150-RPM spin test in
accordance with a Government Structural Overspeed Qualification Test
Plan. One dynamically and statically balanced Lift Fan Impeller
Assembly (Part Number 5749550-001) and the Structural Over Speed
Qualification Test Report (Report Number 7614-956005, dated October
1982) will be provided by the Government. All interested parties are
requested to provide written notification including pertinent data
(descriptive literature, facilities/equipment, etc.). Interested
parties may express their interest and capability to respond to the
requirements or may submit proposals. This notice is a request for
competitive proposals. The Government will consider all proposals
received by 9/17/99. Information provided to the Government will be
considered solely for the purpose of determining whether to conduct a
