This is a combined synopsis/Request For Proposals for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only announcement. Offers are being solicited electronically only and a hardcopy written solicitation will not be issued. This solicitation number, F29650-99-QV061, is being issued as a Request for Proposals (RFP). Interested offerors are reminded to monitor this web site for potential changes to the solicitation package. RFP amendments will be posted exclusively on this web site. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-13. The proposed contract will be conducted under full and open competition. The resultant order/contract is expected to consist of a basic year and four one year option periods. The basic period of performance will be 1 Oct 99 through 30 Sep 2000. Option I period of performance will be 1 Oct 2000 through 30 Sep 2001. Option II period of performance will be 1 Oct 2001 through 30 Sep 2002. Option III period of performance will be 1 Oct 2002 through 30 Sep 2003. Option IV period of performance will be 1 Oct 2003 through 30 Sep 2004. Interested offerors should submit offers containing prices for each Contract Line Item Number (CLIN) for the basic period of performance and each option year. The proposed purchase order/contract contains 6 CLINs. CLIN 001: Scheduled Monthly Maintenance, which shall include Preventive Maintenance Inspections, of the list of equipment found in paragraph a, below. The unit of issue is month, the quantity is 12. Offerors shall submit prices for the basic period of performance and each option year. Offerors shall submit detailed plans and procedures for accomplishing the work encompassed by CLIN 001. CLIN 002: On-Call Emergency Service for the list of equipment found in paragraph a, below. Offerors shall submit an hourly labor rate for normal workday hours and an hourly labor rate for hours worked outside the normal workday. CLIN 003: Replacement Parts. These items are reimbursable based on actual cost. Offerors are advised that proof of actual cost shall be provided prior to reimbursement. CLIN 004: System and Equipment Upgrades. CLIN 005: Written Reports. Monthly reports on room temperature and humidity tolerances are required. Offerors shall submit a sample report format. Unit of issue is month and quantity is 12. Offerors shall submit prices for the basic period of performance and each option year. CLIN 006 is a one-time requirement in which the contractor shall check all necessary programming on the Landis & Staeffa System 600, including Insight Software, version 3.1.1 for proper compatibility with current system and future data reporting. The unit of issue is job, the quantity is one. The contractor shall provide all qualified personnel, equipment, tools, materials, supervision, transportation, and other items necessary to maintain the existing HVAC systems including mechanical service and maintenance for Building 325 at Kirtland AFB and maintain temperature and humidity levels within the tolerances cited in Technical Order (TO) 00-20-14 and Air Force Manual (AFMAN) 32-1094. A site visit is strongly recommended for all prospective offerors. Prospective offerors shall be capable of providing the following level of service immediately upon award: Contractor shall be able to provide a 24-hour, 7-day service capability for this effort; Contractor shall respond not later than two hours after notification of out of tolerance conditions in calibration areas; Contractor shall possess the capability to handle major repairs. Offerors shall submit detailed procedures with their offer for ensuring Quality Control in accordance with industry standards and subject to the attached Government requirements (see attached file: A -- E). Place of delivery is Building 325, Kirtland AFB, NM. Place of acceptance is 877 CES/CEOEC. The provision at FAR 52.212-1, Instructions to Offerors-Commercial (JUN 1999), applies to this acquisition. The provision at FAR 52.212-2, Evaluation-Commercial Items (JAN 1999), applies to this acquisition. Evaluation criteria to be included in paragraph (a) of provision 52.212-2 are as follows, listed in descending order of importance: (i) Contractor shall demonstrate they have at least two years experience satisfactorily monitoring and maintaining an environmentally controlled clean room, contractor shall provide the temperature and humidity specifications maintained; (ii) Contractor shall describe and be able to provide a 24-hour, 7-day service capability for this effort; (iii) Contractor shall demonstrate the company possesses the capability to handle major repairs on the equipment listed and shall describe two scenarios involving at least two pieces of equipment, and (v) aggregate price. Criteria (i) through (iv), when combined are significantly more important than price. The Government will evaluate offers in response to this announcementand will award an order/contract to the responsible offeror whose quote, conforming to this request for quotation, will be most advantageous to the Government. A determination of responsibility will be made and will include past performance and financial soundness verification from sources submitted by the contractor and from sources obtained by the Government. Contractors shall submit at least five business references with their offer. The previous business references shall include the dates of service; a description of the type of service performed; the total dollar value of the contracted service; the name and current telephone number of the individual who contracted for the service; the complete mailing address of the company the service was performed for. Contractors shall be registered with the Central Contractor Registration. Failure to have verified active registration with CCR prior to or near the date of award may result in a determination that your company is ineligible for award. Offerors are requested to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (JUNE 1999), with their offer. FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items (MAY 1999), is hereby incorporated by reference. FAR Clauses 52.217-8, Option to Extend Services (AUG 1989), 52.217-9, Option to Extend the Term of the Contract, (MAR 1989), and 52.232-18, Availability of Funds (APR 1984) are hereby incorporated by reference.
