THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NOT A
SOLICITATION AVAILABLE AT THIS TIME. The 11th Contracting Squadron/LGCB
is conducting market research to seek qualified sources capable of
providing maintenance and supply functions for the Transportation and
Supply Squadrons as a prime/joint venture/teaming arrangement
contractor under OMB Circular No. A-76 Cost Comparison Study. A cost
comparison study will be conducted by the Air Force to determine the
most cost-effective mode of operation, i.e., continued performance by
government employees or by a contract performed by a commercial entity.
A contract will not be awarded if government performance is determined
to be more advantageous. In addition to the information provided below
entitled _Capabilities Package_, responding parties must also indicate
their size status in relation to the applicable Standard Industrial
Classification (SIC) Code 8744 ($20M). This requirement will cover a
wide range of functions required to operate and maintain a supply
management function, resource management and customer supply support,
vehicle maintenance, commercial/military travel and household goods
management, and general administration functions. The Government will
not pay for any information that is submitted in response to this
sources sought request. Interested parties are required to submit a
Statement of Capabilities (SOC) demonstrating: (1) Ability to manage
the Transportation, Transport and Management Office (TMO) (packing and
transport of household goods), Bolling Supply, POL (fuels) a function
under Bolling Supply and Pentagon Supply Activities. (2) Show with
whom and how you would staff these activities. How is the staffing
related to performance of the functions of the activities? 3) Describe
the company_s current and past performance that is relevant to the
functional activities (last three years). Include a point of contact,
phone and FAX numbers, address, e-mail address (if available and dollar
value of each and analysis relevant contract (limit of two pages per
work effort not to exceed five work efforts). If you are a small
business, your capability package must address all of the above areas
and demonstrate how your team will perform 50% of the work. Also the
SOC must demonstrate the depth of the technical and management
expertise to successfully execute the requirements of this effort. The
SOC must demonstrate that the organizational structure would allow for
a single organization to be accountable for the total performance of
responsibilities for this requirement. All of the literature provided
in response to this sources sought synopsis will become the property of
the Government and will not be returned. Please forward all

received not later than 10 September 1999. If you have submitted a
capabilities package under a prior notice and you are still interested,
you need to resubmit. This is an extension of prior notices dated 2 Feb
