Department of Labor, Employment and Training Administration (DOL/ETA),
Office of Job Corps is soliciting proposals to select a contractor to
provide support services to male students terminating from the Job
Corps program. The contractor must have the following capabilities: an
existing, stable, dependable force of trained volunteer workers
nationwide, in all states, both rural and urban; and existing
comprehensive national network of service providers who are available
nationally, in all states, both rural and urban on a 24-hour basis,
everyday, with capability for immediate direct service delivery and
immediate response to requests for emergency help in any area of the
country; and an existing survey data collection system to provide
placement verification and follow-up activities. The period of
performance for the prospective award will be 12 months from the date
of contract execution plus four 1-year options at the government's
discretion. This requirement is being let under full and open
competition. The SIC code is 8744 and the size standard is $5 million.
Offerors please be advised that DOL/ETA seeks to place a fair portion
of its contract dollars with small, small disadvantaged (SDB), and
women-owned small business concerns as defined in FAR 52.219-8. For
this procurement the Contracting officer has made an assessment that
20% of the total dollar value of the contract be subcontracted to
small, small disadvantaed and women-owned businesses. Request for
Proposals will be available on the Department of Labor, Employment and
Training Administration's Internet Home Page at HTTP://WWW.DOLETA.GOV,
approximately 15 days from the date of publication. Request for
Proposals in hard copy form will be available on a first-come,
first-served basis until the supply is exhausted. Telephone requests
will not be honored. For requests made after the supply is exhausted,
the Contracting Officer may determine whether payment of a fee is
warranted. The fee will not exceed the actual cost of duplication of
the solicitation document. Closing date for receipt of proposals will
be October 15, 1999 at 2:00 PM local time. Requests must cite
RFP-DCS-99-45 and must include two self addressed labels. Failure to
enclose labels may cause delay in receipt of the solicitation. No
