(i) The Fort Huachuca Directorate of Contracting invites the submission of a proposal from interested firms capable of performing services required under the Host Nation Rider Program. (ii) This is a full and open competition under SIC 7389. (iii) GENERAL INFORMATION: In accordance with the counter-narcotics National Interdiction Command and Control Plan (NICCP) dated 1 May 1999, Joint Interagency Task Force (JIATF) East "will focus on support to participating nation initiatives, and the detection, monitoring, and handoff of suspect drug targets to participating nation law enforcement agencies." To accomplish this national tasking, United States Air Force, Navy, and Customs Service airborne early warning (AEW) and long-range tracker aircraft fly sorties in participating nation airspace with participating nation approval under tactical control of JIATF East. A participating nation representative, called a "Host Nation Rider (HNR)", must be on board the aircraft. The HNR relays via radio, tactical information to participating nation ground controllers. The HNR is accompanied by a US representative, called an "Airborne Escort", who acts as an interpreter, and tactical and radio communications liaison, between the HNR and the aircrew.
