The Office of Thrift Supervision (OTS) intends to acquire, on a sole-source basis through Rinehart Engineering, 159 Industrial Road, Glen Rock, PA 17327, an Oracle Senior Consultant proficient in Oracle Rdb. The government's definition of a senior consultant is: at a minimum: five (5) years experience interacting with end-users, data processing technical personnel and computer center management; five (5) years experience in complex application development; four (4) years general project management experience in a Windows NT environment; and one (1) year general experience working with one of the following data querying tools: Impromptu, Crystal Info. Business Objects or IQ Objects.These services include OTS-developed mission critical business applications and the availability of commercial software. OTS distributes the information resulting from these activities to internal staff, the thrift industry, the financial community, other selected government agencies, and the public. Until recently, the data processing platform at OTS was exclusively based on a Digital VAX Cluster System operating under VMS and accessed via terminal emulation from IBM PC compatible microcomputers or VT terminals. The corporate databases reside on the VAX and are currently in Oracle Rdb. The OTS has implemented a client/server environment utilizing Dell Intel and DEC Alpha servers with a Microsoft Windows NT 4.0 operating system and Microsoft BackOffice. The OTS has servers located in Washington, D. C. and in six (6) regional facilities. TCP/IP protocol is utilized for communications with the servers and each site has a switched Ethernet backbone, utilizing DEC VN switch technology. The primary application on the server environment is agency-wide electronic mail. Future strategies will include the possible migration of VAX applications onto a PC-based, multi-tier client/server environment and the development of a new Windows-based client/server or web applications. No solicitation document exists and a request for documentation will not be considered an affirmative response. If no affirmative written response is received within 15 calendar days after publication of this notice, to the effect that a comparable senior level consultant is qualified, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, a sole-source contract will be awarded to Rinehart Engineering, with a base period of one (1) year and with an option to renew to an addition one (1) year period.
