Services require the contractor to lead a Government team. The Government team will provide technical information for a notice or group of notices. The contractor in turn will redesign and rewrite the notices for subsequent team consensus. Knowledge of programming and systems design analysis is required and contractor must know how to follow programming design specs. Contractor assistance, as required, in system testing of final notices is included. Approval of notices is based on successful programming and production. Twenty-five notices will be awarded. An option for 25 additional notices and an option for the contractor to transfer knowledge of its writing methodology or process to up to 20 IRS employees is included. Contract period will be 6 months from date of award. Option for additional 25 notices requires 6 months performance. The solicitation will be processed under FAR Part 13.5 Test Program for Certain Commercial Items, procedures. When acquiring commercial items using the procedures in FAR 13.5, the requirements of FAR Part 12 apply, subject to the order of precedence provided at FAR 12.102(c). Evaluation will be IAW FAR 13.106-2 and award made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. A pre-offer conference and oral presentations are contemplated.
