for commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation is issued as a Request for Proposal (RFP) and the
solicitation number is DAHA23-99-Q-0128. Solicitation document and
incorporated provision and clauses are current through Federal
Acquisition Circular 97-13. This is being solicited on an unrestricted
basis with SIC code 8999. The period of performance is projected to be
15 October 1999 through 31 October 2000. Site visit to be held at Ike
Skeleton Training Site (ISTS), Jefferson City, Missouri on 8 September
1999 at 10:00 a.m. If interested in attending the site visit, send

400 man hours per week of help-desk & mobile training support/web
applicationprogrammer support for Unit Training Management Systems
(UTMS). Unit Training Management Systems consists of the Standard Army
Training System (SATS) and TROUPERS (Training, Readiness, Operations,
Unit Planning, Execution and Resourcing System). The 400 man hours
will be broken down into 320 hours of help-desk & mobile training
support and 80 hours of web application programmer support. The
help-desk & mobile training support will require travel globally to
various Army components/installations. The help-desk & mobile training
support personnel will either be training UTMS or working on the
help-desk doing customer support for UTMS. The government will provide
invitational travel orders for all required travel. A minimum of 80
hours per week of the 320 hours will be required as on-site help-desk
support to be provided during the hours of 8:00 5:00. The 80 hours of
web application programmer time is required at government provided
facilities located at Ike Skeleton Training Site, Jefferson City,
Missouri. Government provided facilities will also be provided for the
help-desk & mobile training support personnel at Ike Skeleton Training
Site, Jefferson City, Missouri. Knowledge required for the help desk &
training support personnel include at least 2 years experience in
training systems or 2 years experience in teaching/classroom
instruction. Help desk support experience and capability of learning
the SATS/TROUPERS systems and capability of providing UTMS
instruction/training, able to travel globally (as required) to instruct
these systems, and provide help-desk support for these systems is
required. Knowledge desired for the help desk & training support
position(s) include the following: (1) comprehensive knowledge of
accepted training system methods, techniques, and standardized
automated databases and functional areas to search for and analyze
information, resolve questions, prepare entries for record systems, and
provide program information, records, and services, (2) Knowledge of
UTMS and related training automation systems (3) Knowledge of Army,
ARNG (Army National Guard), and USAR (United States Army Reserve)
mission(s), objectives, terminology and management practices sufficient
to recognize probable areas of interaction and overlap between proposed
applications and existing systems, (4) Knowledge and skill to operate
system techniques of UTMS and related training automated systems (5)
Knowledge of training regulations, policies, procedures and
instructions to perform assignment involving training program
management and automated systems support. Knowledge required for the
web application programmer is working knowledge and two years
experience with Active X, ASP, ACCESS, SQL Server, MS Interface
standards, and be capable of learning Java. Government will provide
training on the UTMS systems (SATS and TROUPERS) upon contract award.
The following duties are to be provided by the help desk & mobile
training support positions: (1) training of SATS/TROUPERS at various
Army installationsglobally as required, (2) develop/update training
plans and provide "Train the Trainer" course of SATS [32 hour course]
and TROUPERS unit and state application operator training [8-32 hour
course], commander/staff training (CST) [2-4 hours] and/or sustainment
training of current and future versions to unit representatives at
training sites near unit locations (3) help-desk support which includes
training users in the use of hardware and software associated with the
UTMS systems, and respond to questions from system users needing
assistance (4) serve as training functional analysts in support of
ongoing system development efforts (5) remain current on system
applications and functionalities (6) manages projects and programs for
systems integration of UTMS and related training automation systems
automation. Ensures software/interim change packages (SCP/ICP) are
applied in proper order. Coordinates and communicates with Department
of Army (DA) and National Guard Bureau (NGB) regarding UTMS and related
training automation systems operations and automated systems support.
Assists functional users in automated UTMS and related training
automation systems systems management and operation (6) Manages the
receipt, review, validation, distribution, and implementation of all
UTMS and related training automation systems software. Installs, tests,
and evaluates UTMS and related training automation systems software.
Oversees the UTMS and related training automation systems resource
library and the retrieval and disposal of UTMS and related training
automation systems software. (7) Provides user-level assistance on
training/UTMS and related training automation systems operations and
automated systems utilization. Performs troubleshooting of automated
UTMS and related training automation systems operations and resolves
operator problems as identified. Coordinates and administers training
programs for new and established UTMS and related training automation
systems. As appropriate, provides technical assistance to functional
users for installation, start-up, and operation of UTMS and related
training automation systems, computer systems and application programs
(8) Advises functional users in assigned training/UTMS and related
training automation systems systems management and provides
operator-level support to units/activities in the Army. The following
duties are to be provided by the web based application programmer:
maintains/develops website, BBS, surveys, databases in support of UTMS
using ATTA and ATIMP standards. Contractor deliverables are as
follows: (1) Develop lesson plans for SATS/TROUPERS. The lesson plan
will include overview; description of software and documentation.The
lesson plan will include (but not limited to based on updated versions
or replacements): overview; description of software and documentation
components; software installation; and use of the software and
documentation of all functions of the program, including the Training
Feedback Module (TFM), the Quarterly Training Brief (QTB) Power,
Combined ArmsTraining Strategy (CATS), system administration, import
and export features, connectivity to the Training Module Executive
Management Information System (TEXMIS), roll-up/roll-down, data
conversion, and force structure and any other support system or product
directly related to successful execution of the software program. The
OT level will not include those components required of a TTT level of
expertise. The CST will provide the benefits and requirements of the
programs as to ensure full understanding of unit responsibilities for
use of the programs. Due 30 days after contract award. (2) Program(s)
of Instruction- the contractor will develop and maintain Program(s) of
Instruction to support training. Due 30 days after contract award (3)
Class roster/certificates: Contractor to provide class roster of
individuals that were provided instruction for each specific class.
Roster to be provided to the COR on the completion date of each class.
Contractor to provide course completion certificates to each student
that reflects the completion of the course. Due 2 working days after
course completion. (4) Critique sheets: Contractor to provide
individual critique sheets that will be completed by the students on
the last day of instruction. The purpose of the critique sheets are to
get student input on the quality and usefulness of the instruction.
Critique sheets to be provided to the COR on the completion date of
each class. Due 2 working days after course completion. (5) Monthly
Progress Report- Contractor to submit monthly report summarizing the
activities completed for the month (i.e. number of classes taught,
location of class, help desk activities) Due first Tuesday of each
month. (6) In- Progress Review (IPR)- Contractor to conduct monthly
in-progress review summarizing the workload completed during the
monthly, problems encountered, problems resolved, and any other
pertinent issues. IPR to be held on the 1st Tuesday of each month. The
Government intends to evaluate proposals and award a contract without
discussions with offerors. The Government reserves the right to
conduct discussions if later determined by the Contracting Officer to
be necessary. Should discussions be deemed necessary due to proposal
weakness, deficiency, or other issues, which must be addressed before
award, they will be conducted either orally or in writing, with only
those offerors determined to be in the competitive range. The offeror
will then be given the opportunity to correct those deficiencies and
resubmit their offer. The Government will select the firm that
represents the best overall value on the basis of the following five
(5) evaluation factors: (a) Technical proposal (b) Experience; (c)
Qualifications of Key Personnel; (c) Past Performance; and (d) Price.
The relative importance of these factors are listed in descending
order: Technical proposal, Experience, Qualifications of Key Personnel,
Past Performance, and Price. All offerors shall submit two (2) copies
of the following information: (1) A firm-fixed price offer to the
Government to include a Price breakdown of the proposal by labor
category, number of hours per labor category, a breakdown of the
burdened hourly rate, other direct costs and travel (if applicable) and
total required to do the work. (2) Technical proposal outlining the
staffing plan addressing ability to meet Statement of Work (SOW)
requirements, communication requirements, Government Furnished
Equipment requirements, and implementation plan. (3) In the areas of
Experience submit written information showing experience and past
performance as it relates to the this requirement. (4) In the area of
Qualifications of Key Personnel, submit name, labor category, and
resume of individual proposed to do the work. (5) In the area of Past
Performance, submit 3 references of similar work to include description
of work, point(s) of contact and telephone number. Include a completed
copy of the provision at FAR 52.212-3, Offeror Representation and
Certifications- Commercial Item. FAR Clause 52.212-4 Contract Terms and
Conditions applies to this acquisition. FAR 52.237-2, Protection of
Government Buildings, Equipment and Vegetation apply to this
