The Bureau of the Census(BOC) has a requirement of AD Placement services for the nationwide Census 2000 recruitment advertising campaign. The key factor in the success of the advertising campaign is the BOC's ability to recruit, hire, and train enough qualified candidates to staff each of the critical operations associated with the Decennial Census. The AD placement campaign will consist of national, regional and local publications, billboards, transit posters and other media of optimum exposure to target and attract senior citizens, retirees, the under-employed, home-based and/or self employed, part-time employees, and the unemployed. This will be an 8(a) competitive acquisition set-aside for eligible concerns as provided in Part 19.8 of the Federal Acquisition Regulations. The Standard Industrial Classification (SIC) Code for this acquisition is 7311. The solicitation will be released through the use of the Internet on or about September 17, 1999. A Commerce Business Daily (CBD) notice will be issued announcing the solicitation. As part of any response to the solicitation, the BOC anticipates requesting past performance information to be submitted no later than fifteen (15) days after issuance of the solcitation. The anticipated period of performance will be for one (1) year after contract award.
