On or about March 5, 1999, DRMS synopsized a sources sought announcement under the same subject heading as this sources sought announcement. This announcement replaces that previous sources sought synopsis. The Defense Reutilization and Marketing Service (DRMS) is the agency responsible for the disposal of excess and surplus personal property for the Department of Defense. In the continental United States (CONUS), DRMS operates over 60 Defense Reutilization and Marketing Offices (DRMOs), most of them located on military installations. DRMS first attempts to transfer the property it receives to other government agencies through the Reutilization/Transfer/Donation (R/T/D) process. Property is held in this process for forty-five (45) days. Any property not picked-up through this process is offered for sale to the public. Information about DRMS, including a listing of DRMOs, can be found at www.drms.dla.mil or www.drms.com. Historically DRMS has taken a hands off policy in regards to shipping of property that it sells. Purchasers are required to make all arrangements for packing and shipping of property. With the growth of Electronic Commerce on the internet, DRMS is re-examining its non-involvement in the shipping of the property it sells. Sources are sought for full service transportation companies that can pack, crate, and ship property DRMS buyers have purchased. All financial arrangements for services provided will be between the source and DRMS buyer. Sources responding to this announcement, who provide the total service from packing to shipping, and can service all CONUS DRMOs and deliver nationally may, at DRMS' option, be added to the DRMS web-site as a potential source for buyers to use. DRMS will reserve the right to remove sources that fail to provide satisfactory service to its' customers. Service will be considered unsatisfactory when three or more unresolved customer complaints are received in a continuous three-month period. The information DRMS would provide through the DRMS web-site and salespromotions is the name, web site, address and point of contact for the buyer to call to make arrangements. Teaming arrangements are not precluded. DRMS sells a wide variety of property including aircraft parts, office supplies and equipment, clothing, furniture, and vehicles. DRMOs typically do not weigh or record dimensional information on property offered for sale. Estimated weights are usually given in sales offerings but are not guaranteed. Most of the property offered for sale is not transport ready. Typically property is stored loose on pallets or in triwall boxes. Use of firms added to the web site will be optional for the buyers. DRMS will reserve the right to remove a firms name from the web site should DRMS customers complain about the service provided. Sources responding to this announcement shall provide their name, address, a point of contact, telephone number and e-mail address that buyers of DRMS property will call for making packing and transportation arrangements. If there is a teaming arrangement, sources shall identify all firms involved in the teaming arrangement and the part of the service that they will provide. However, only the principal firm would be added to the web-site as a potential source. Sources shall provide some type of evidence that they can perform the service as required by this announcement.
