E-MAIL: Dee O. Henderson, dee.o.henderson@sas02.usace.army.mil. DESCRIPTION: This will be an Indefinite-Delivery/Indefinite-Quantity (Job Order Contract -- JOC) Contract. THE SIC CODE IS 8744. THE SIZE STANDARD IS $5,000,000.00. Work will include small and medium Real Property Maintenance (RPM) projects for repair, maintenance, minor construction, and remediation of Installation managed facilities, including, but not limited to structures, roads, cultural assets and other real property. The JOC includes a comprehensive collection of detailed repair, maintenance and minor construction task descriptions or specifications, units of measure and pre-established unit prices for each of these discrete tasks. The contractor shall be required to furnish all plant, labor, materials, permits, equipment, personnel, and services required to manage and accomplish designated Job Orders. The Unit Price Book (UPB) used on this contract will be the current edition of the R. S. Means Facility Construction Cost Data Book adjusted by the cost indices for the locations in Georgia, Florida, and Alabama where the work will be performed. Work will be performed at Fort Benning, Georgia and reserve centers and sub-installations within its purview in Georgia, Florida, and Alabama. Contract will have a base period not to exceed 12 months with options for four additional periods not to exceed 12 months each. The maximum contract amount for the base ordering period and the first option is $12,000,000. The maximum contract amount for each of the remaining three ordering periods is $15,000,000. The Government will obligate a minimum of $240,000 for the base period and $120,000 for Ordering Period One if exercised. The Government will obligate a minimum of $150,000 for Ordering Periods Two, Three, and Four if they are exercised. The contractor will not be required to accept more than a (cumulative) total of $2,000,000 in task orders within a ten-day period. Task orders need not be accepted for less than $2,500 or more than $500,000. This will be a competitive source selection (request for proposal- RFP) based on an integrated assessment of experience, past performance, management effectiveness, risk, and the coefficient(s) proposed for the base year and option years. The following three factors will be evaluated and are of equal importance: (1) prime contractor's past performance including timeliness and quality, (2) prime contractor's experience, (3) prime contractor's effectiveness of management. An overall risk factor will be assigned to each proposal. The RFP will identify submittal requirements, and evaluation methodology. A pre-proposal conference is tentatively scheduled for 26 October 1999. Proposals from large business firms must submit subcontracting Plans. Network Analysis System requirement will be determined for each job order.
