This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is USZA95-99-R-0042. CDU-900 (P/N: 822-0948-001). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 97-12. Standard Industrial Classification (SIC) Code applicable to this acquisition is 3662. The size standard is 750 (FSC:5826). The U.S Army Special Operations Command intends to issue a firm fixed price contract to the Rockwell International Corporation, Collins Avionics and Communications Division (CACD), 350 Collins Ave NE, MS 124-310, Cedar Rapids, IA 52498. Delivery is estimated to be July 2000. Rockwell International possesses engineering expertise and technical data to provide the aforementioned items to the Government. The above listed are commercial items. Commercial procedures are applicable at FAR Parts 12 and 13.6. The Government does not own technical data for the above. Rockwell International owns all design rights and is the only known manufacturer for CDU-900's. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. A determination by the Government not to compete this proposed contract action for the above is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Award will be made to the low technically acceptable offer. The Government will not consider split offers.
