submission number 363844 of 5 August 1999. The U.S. Navy intends to
award a requirements contract on a sole source basis to Sabreliner
Corporation, Pierre Laclede Center, Suite 1500, 7733 Forsyth Blvd., St.
Louis, Mo. 63105 for the requirement for depot level maintenance to the
T-2C and TA-4J aircraft under the cognizance of PMA 225. The rational
to support this sole source procurement decision as cited in FAR Part
6.302-1(a)(ii)(A) is as follows: (1) The Chief of Naval Air Training
has identified only six T-2C aircraft to be inducted into SDLM in
Fiscal Year (FY) 01. After FY 01 the depot requirements will be for
repair of the T-2C and TA-4J only, not rework, and future repair
requirements can not be identified at this time. (2) A portion of the
special tooling/equipment at the current contactor's (Sabreliner)
facility has been provided by NAVICP to perform the requirements of
other NAVICP contracts and will not be provided to a new contractor.
(3) The cost to transport the remaining Government furnished equipment
to a new contractor far exceeds any cost saving that might be achieved
