(i) This is a Combined Synopsis / Solicitation for commercial items
prepared in accordance with the format in Federal Acquisition
Regulation (FAR) 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation. Quotations and Supporting Documentation (as detailed
below) are being requested and a separate written solicitation will NOT
be issued. If any amendments to this Request for Quotation need to be
issued they shall be done via this electronic format only. (ii) This
solicitation number 70181-9-Q047 is being issued as a Request for
Quotation. (iii) This solicitation document and associated provisions
and clauses are those in effect through Federal Acquisition Circular
97-12. (iv) This solicitation is set aside for small businesses,
operating under Standard Industrial Classification (SIC) Code # 3812.
The size standard associated with SIC Code # 3812 is 750 employees. (v)
This Request for Quotation requires that you address each and
everycomponent of the overall system below. Quotations for only some of
the components listed below or failure to provide verifiable written /
published documentation of your product's specifications and
capabilities shall be grounds for dismissal as being non-responsive.
Each component you quote (may be a brand other than Simrad- so long as
your components are compatible with one another) shall meet or exceed
the specifications / performance capabilities of the components of the
Simrad EK 500 Fisheries Research Echo Sounder. Your quotation shall
list each component's individual nomenclature, manufacturer, part
number, specifications, description, and price. Your quotation shall
include an overall FIRM FIXED PRICE which includes freight / shipping
costs to the product's destination in Homer, Alaska. Please note that
the required date for all products to be on site in Homer, Alaska is NO
LATER THAN NOVEMBER 1, 1999. It is anticipated that an order will be
placed relatively quickly after this request for quotation closes on 17
September 1999 and upon evaluation of quotations. (vi) The system
sought shall be Simrad EK 500 Fisheries Research Echo Sounder OR
EQUIVALENT PRODUCT, as follows: a. EK5-082818, Qty of 1 total, EK500
Processor / Cabinet AC power 110 VAC. Base Unit with: Power Supply,
Control Processor, Display Processor, Interface to external equipment,
Slots for up to three (3) transceivers, Software for split beam target
strength measurement and echo integration, Data acquisition and logging
software, Multiplexing capability (at least 2 frequencies), GPS
interface hardware and software. b. EK5-088134, Qty of 1 total, key
pad. c. KIT-082805, Qty of 1 total, 38 kHz Transceiver module, split
beam (2kW). d. KIT-082807, Qty of 1 total, 120 kHz Transceiver module,
split beam (2kW). e. 14" LCD display, 1 total. f. Remote Display, 1
total. g. KSV-074531, 1 total, SpB Es38B kHz, 7x7 beam, 20 m cable. h.
KSV-088277, 1 total, SpB Es-120 kHz, 7x7 beam, 20 m cable. i. Plotter
4040204707, 1 total, SIMRAD Shipmate CP50 14" display with
differential. j. All hardware and software components shall be
certified in writing by your company to be Year 2000 (Y2K) Compatible
and free from defects anticipated to be associated with the upcoming
Y2K. k. Used or refurbished, and warranted equipment is acceptable.
Please identify in your quotation which of your components are new and
which are used or refurbished. l. Please provide a copy of your
product's warranty in writing. m. Please provide supporting
documentation such as publications, technical bulletins, brochures, and
catalog pages which detail the specifications and performance
capabilities of the items you're quoting. This may possibly prevent
your being able to transmit your quotation via fax machine and may
necessitate your sending in your quotation via mail or express delivery
service to the Contracting Officer. All quotations and supporting
documents shall be received by the closing date in order to be
considered for evaluation. n. Along with your quotation, please provide
the names and current phone numbers of two or three people who may
serve as references on behalf of your company, who have purchased
similar products from you in the past. (vii) All items will be required
to be delivered no later than November 1, 1999 to the U.S. Fish &
Wildlife Service; Alaska Maritime National Wildlife Refuge; 2355
Kachemak Bay Drive, Suite 101; Homer, Alaska (AK) 99603-8021. Freight
and shipping costs shall be included in your quotation and should
accommodate the required delivery date. Since the resultant order will
be Firm Fixed Price, the Service assumes no responsibility for
increases in freight / shipping costs in order to accommodate any
production delays or need for expedited delivery methods. (viii) The
provision at 52.212-1, Instructions to Offerors -- Commercial, applies
to this acquisition. (ix) The provision at 52.212-2, Evaluation --
Commercial Items applies to this solicitation. The evaluation criteria
listed in sequential order from most important to least important
follow: 1st -- Meeting Performance Specifications and Performance
Capabilities including the dead line for delivery, 2nd Past Performance
of your company based on reference checks (vi.n -- above), and 3rd
price. (x) Offerors should include a completed copy or "Offeror
Representations and Certifications -- Commercial Items, in accordance
with FAR 52.212-3 which applies. If you are unable to obtain a blank
copy of these certifications, contact Gary Goldberg, Contracting

number. (xi) FAR Clause 52.212-4 Contract Terms and Conditions --
Commercial Items applies. (xii) FAR Clause 52.212-5 Contract Terms and
Conditions required to implement statues or executive orders --
Commercial Items applies. (xiii) Payment terms are Net 30, Discounts
for prompt payment will be accepted. However discount terms will NOT be
factored in to the price evaluation process. Awardee shall be required
to enroll in the U.S. Fish & Wildlife Service's EFT (Electronic Funds
Transfer) to preclude the need for issuing a paper check as payment.
Payments shall be in arrears. (xiv) N/A. (xv) Numbered Note #1 applies.
(xvi) Quotations and all supporting documents are due no later than 17
