INTRODUCTION: The Social Security Administration (SSA) is interested in receiving quotations for Yale and Arrow Locks described below. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and FAR Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written solicitation will not be issued. The Solicitation Number is SSA-RFQ-99-0033. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. Offerors should be alert for any amendments that may permit subsequent submission of quotation dates. Quotations submitted in response to this solicitation shall be submitted by September 17, 1999 at 3:00 p.m. local time, addressed to Social Security Administration, Office of Acquisition and Grants, Attn: Jackie Lessig, 1710 Gwynn Oak Avenue, Baltimore, MD 21207 or may be Faxed to 410-966-9310. This is a Small Business Set Aside; Offerors shall bid on ALL OR NONE of the items identified in this solicitation. B. REQUIREMENTS: TECHNICAL DESCRIPTION: The objective of this effort is for the delivery of Yale and Arrow Brand Name Locks as described in the items below. Yale locks to be keyed to a "C" Master System and shall be 7 PIN with removable cores. The "C" Master System shall be keyed to the SSA great grand master system maintained by Yale. Contractor shall provide four (4) "C" Grand Master keys, four (4) floor master keys and four (4) keys per lock. Locks shall have a master per room per floor. A listing of each room shall be provided to the Contractor upon award. Contractor shall provide SSA with "bitting sheets" for each lock. (1) AU 5407 LN 1220 26D Yale Level Locks, 350 EA (2) AU 5408 LN 1220 26D Yale Level Locks, 50 EA; (3) AU 5405 LN 1220 26D Yale Level Locks, 50 EA; (4) M O 1SR 26D Arrow Passage Level Locks, 50 EA (C) PRICE QUOTATION SUBMISSION REQUIREMENTS: Provide pricing data for each item. (D) ADDITIONAL INFORMATION: (1) Type of contract is FFP. (2) The quantity to be made on a F.O.B. Destination basis to: SSA, Operation Building, Loading Dock, 6401 Security Boulevard, Baltimore, MD 21235, within 30 days of contract award. There will be zero percent permissible variation in quantity. (3) The provisions of FAR Part 52.212-1, Instructions to Offerors -- Commercial apply to this acquisition, specifically the following paragraphs: (a) SIC CODE is 3429, Size Standard 500 employees; (b)(1) through (b)(11), (c), (d), (e), (f), (g), AND (j). (4) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other factors considered. Award will be made on a best value basis taking into account the following factors: Past Performance and Price. The Government may award to other then the lowest priced offeror based on a trade-off among these factors. To determine past performance offerorsshall provide references of customers to whom similar products and quantities equivalent to those under this solicitation have been provided. Offerors must propose fixed prices for all items. Proposals will be evaluated by adding the total for each item stipulated in Section B for an aggregate award. OFFERORS MUST PROPOSE A PRICE PER LINE ITEM, IN ORDER TO BE CONSIDERED FOR AWARD.
