THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED
IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH
ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A
WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is
HCB136 and the solicitation is being issued as a Request for Quote
(RFQ). The solicitation document and incorporated provision and clauses
are those in effect through Federal Acquisition Circular 97-12. The
Contractor shall provide an Electrical Low pressure Impactor (ELPI)
System. The ELPI system must have the following features: 1) A flow
rate of 101lpm, with continuous sampling over a two-hour period;
version with 3.0 software required. The system must have at least 13
size fractionation cut points ranging in size from .03 -9.97 microns;
2) Capability to detect particles using the latest principles which
combine electrical detection of charged particles with lowpressure size
classification; 3) A pressure sensor for Impactor low-pressure
indication; 4) Both electrical and conventional gravimetric
measurements; 5) Pump should have an oil separator and recovery unit on
the exhaust and be version compatible; and 6) collection foils should
be aluminum substrates. The following FAR provisions apply to this

Award will be made to the offeror that provides the best value to the
Government. All offerors are to include with their offers a completed
copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items. The following FAR clauses apply to
this acquisition 52.212-4, Contract Terms and Conditions required to
Implement Statutes or Executive Orders-Commercial Items. The following
additional FAR clauses which are cited in 52.212-5 are applicable to
this acquisition: 52.203-6, Restrictions on Subcontractor Sales tothe
