COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART
12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS
NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS
ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The
solicitation number is HCB137 and the solicitation is being issued as
a Request for Quote (RFQ). The solicitation document and incorporated
provision and clauses are those in effect through Federal Acquisition
Circular 97-12. The Contractor shall provide A Spirometry System and a
Body Plethysmograph Systems. The systems must be compatible with the
"VISION" software that is already in use. The Spirometry system must be
computerized, volume displaced, dry rolling seal spirometer which
measures Flow/Volume Loops, Static Lung Volumes, Maximal Voluntary
Ventilation, and Broncho-Provacation responses. It must be a Windows
95/98 based system. It must assist the operator in evaluating the
quality of performance, reproducibility of results, and generation of
reports. It must include a relational data base to store and access
large numbers of lung function tests. The system must conform to
American Thoracic Society standards for spirometers. The System
Specifications are as follows: 1) PC-based system with the Vmax series
Windows-based 95/98 operating system; 2) Volume displaced, dry rolling
seal spirometer with removable seal; 3) Displaced volume: 10 liters; 4)
Dynamic Resistance: less than 1.0cm H2O/L/sec.; 5) Static Resistance:
less than 0.20cm H2O; 6) Potentiometer linearity: +/-1% of full scale;
and 7) Meets American Thoracic Society standards for spirometers. The
Body Plethysmograph system must be a computerized system which
includes the Body Plethysmograph and related hardware/software for
measurement of Thoracic Gas Volume, Airways Resistance, Flow Volume
Loops, compression Flow Volume Loops, Lung Volume subdivisions, and
Maximum Voluntary Ventilation. It must be a Windows 95/98 based system.
It must assist the operator in evaluating the quality of performance,
reproducibility of results, and generation of reports. It must include
a relational data base to store and access large numbers of lung
function tests. The System Specifications are as follows: 1) PC-based
system with the Vmax series Windows-based 95/98 operating system; 2)
1000 Liter cabin with double wall construction; 3) Glide out chair for
easy access: 4) Freely rotating arm for testing inside or outside of
box; 5) Auto zero/slope of analyzers and pressure transducers; 6)
Transmural breathing port and chest wall spirometer; 7) Internal
barometer and thermometer; and 8) Flow sensor must meet American
Thoracic Society standards. The following FAR provisions apply to this
solicitation: 52.212-1, Instructions to Offerors-Commercial Items;
52.212-3 Offerors Representations and Certifications-Commercial Items.
Award will be made to the offeror that provides the best value to the
Government. All offerors are to include with their offers a completed
copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items. The following FAR clauses apply to
this acquisition 52.212-4, Contract Terms and Conditions required to
Implement Statutes or Executive Orders-Commercial Items. The following
additional FAR clauses which are cited in 52.212-5 are applicable to
