66 -- PHOTOGRAMMETRIC SOFTWARE & EQUIPMENT SOL 5114-9-3137 DUE 091499 POC Bob Miller, 309-681-6625 The USDA, Agricultural Research Service, Midwest Area, National Soil Erosion Laboratory, West Lafayette, IN has the requirement for Photogrammetric Software and Equipment. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 5114-9-3137 is being issued as a Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-12. The solicitation is solicited as a Sole Source, Brand Name requirement. Standard Industrial Classification Code 3826 with a corresponding size standard of 500 employees applies to qualify as a small business. The Photogrammetric Software and Equipment includes the following items: BLUH software license and a test field for camera calibration, DPLX software license for camera calibration and orientation, DPCOR software license/matching software, stabilization of chip location in camera, system integration and training (Hanover and West Lafayette -- approx. 5 days), modification of lenses for different focus stops. The following is a more detailed description of the software and equipment: Photogrammetric Software and Equipment -- Software and Hardware should be provided by one company as one package. All programs must run on a MS-Windows 98 platform. Software training for two weeks at the company s site, software integration, and software support for at least two years must be provided. Experiences with the software in close range photogrammetry applications on soil surfaces should exist. Must be willing to do adaptions to meet project needs. System integration in West Lafayette (5 days) including lighting equipment, cables, and other components. Hardware -- Modification of single lens reflex lenses Leica-R 2.8/19mm and Schneider PC Super Angulon 2.8/28mm for different focus stops. Stabilization of chip location in Kodak DCS 1 M camera. Assembling of a camera calibration field (on wall) in West Lafayette. Bundle block adjustment software -- Bundle block adjustment program which can be used for the determination of the exterior image orientation and for camera calibration with self calibration by additional parameters in order to determination the interior orientation. The additional parameters must be able to explicitly describe the radial symmetric lens distortion. A graphical display of the results must be possible. Measuring software for camera calibration -- Program for point measurement in digital images. The point measurement of targeted points has to be done with sub-pixel accuracy. It must be possible to simultaneously overlay the image with correction vectors. It must be possible to display and measure a stereo pair of 2 photos at the same time on the screen. The object coordinate display of homologous point must be possible on-line. Matching software for automatic detection of digital elevation model -- The program for automatic image matching must be able to use more than 2 images. In order to achieve high geometric accuracy the image matching should be carried out by least squares matching. Due to the texture of the images it must be possible to integrate interactively measured tie or control points into the matching procedure. The software must be able to solve image matching base on just one start point. The program must provide detailed statistical information about the matching results. All charges for crating and shipping must be itemized, as well as any factory discount. Interested offerors should submit a price for items identified above, Destination pricing. Delivery of the equipment shall be negotiable. The software and equipment shall be delivered to: USDA-ARS-MWA, National Soil Erosion Laboratory, 1196 SOIL Building, Purdue University West Lafayette, IN 47907-1196. Price will include everything identified above.
