Jeannie.V.Lewis@USDA.GOV. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
This solicitation document, incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-13. Simplified
Acquisition Procedures will be followed. Contract Type: Firm-fixed
price. The SIC is 2813. This acquisition reserved as an 8(a)setaside.
The United States Department of Agriculture (USDA), Animal and Plant
Health Inspection Service (APHIS), Wildlife Services (WS) requires
herbicides to spray acres of cattail choked marshes in North and South
Dakota. The spraying is part of a program to reduce cattail density on
selected wetlands through aerial application of glyphosate (Rodeo). The
purpose is to reduce the amount of damage to sunflower crops caused by
blackbirds. Blackbird roots located near sunflower crops will be
eliminated by the reduction of cattail. Rodeo is the only approved
product for this application and is patented by Monsanto. Patent No.
4,405,503; Salts of N-Phosphonomethylglycine, issued September 20,
1983; Expires September 20, 2000. The Contractor shall furnish a
Material Data Safety Sheet (MDSS) with each delivery. A copy of the
MDSS and product label shall be included with all offers. The product
shall be labeled by the EPA and/or the States of North and South Dakota
for aerial spray application. EPA Registration No. __________; North

No._________ DISPOSAL: Wastes resulting from the use of this product
that cannot be used or chemically reprocessed, shall be disposed of in
a landfill approved for pesticide disposal or in accordance with
applicable Federal, State and local procedures. Contractor shall be
responsible for return shipping of the 30 gallon or less recyclable
containers. The containers shall be disposed on in accordance with
Monsanto's container return program. AGAR 452.247-72, PACKING FOR
DOMESTIC SHIPMENT, Material shall be packed for shipment in such a
manner that will insure acceptance by common carriers and safe delivery
at destination. Containers and closures shall comply with the
Interstate Commerce Commission regulations, Uniforms Freight
Classification Rules, or regulations of other carriers as applicable to
the mode of transportation. F.O.B. Destination to North and South
Dakota; 90% of the chemicals will be shipped to North Dakota. Delivery
Date: Approximately July 25, 2000. Firm-Fixed Price contract will be
