Eagle software with 50 concurrent Eagle softwar licenses; one-time legacy data conversion from the present system to Eagle; 2. 1-year maintenance agreement from the date of license purchase; 3. Installation of the software at 4 CONUS locations and 8 user sites; 4. Four one-week training classes for all users at four user sites (with a maximum of two in parallel). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC intends to purchase the items from Raytheon Systems Company under the authority for other than full and open competition 10 U.S.C. 2304(c). Raytheon Eagle is the only product which meets the requirements of the multilateral working group which has a patented method of creating technical data and documentation directly from the database. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 2 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 2 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
