purchase and install So-Luminaire Active Daylighting Systems to include
all labor, supplies, material, and equipment. Install Active
Daylighting Systems in 20 motor pool buildings at Fort Hood, Texas in
accordance with specifications. The Active Daylighting System consists
of 1) a mirror assembly that reflects sunlight into skylight assembly,
2) a skylight assembly that guides sunlight into the interior of the
building, 3) an interior control system that controls interior electric
lighting, and 4) a patented tracking system that causes the mirror
assembly(s) to track the sun across the sky. The infrared suntracker
shall track the sun across the sky with a tracing tolerance of + or --
2 percent. In this project, 740 units each will be installed in 20
motor pool maintenance bay areas throughout the installation. The
Active Daylighting System shall be installed in the roof of a building
and reflects natural sunlight through a skylight into the interior of
the building. When outside light levels exceed a preset level, the
active Daylighting System can turn off electric lighting inside
building. The Active Daylighting System shall be warranted for 5 years.
The roofing work includes preparation, installation of cants,
protection of existing roof, and flashings. The roofing work shall be
warranted for not less than 5 years from acceptance of the work. The
contractor shall be responsible for obtaining a factory representative
from the active daylighting system manufacturer, to inspect and
approve the installed system upon completion of the work and prior to
the final inspection. All electrical installations shall conform to the
requirements of NFPA 70 and NFPA 101, (and manufacturers
recommendations for active daylighting system). The contractor shall
conduct a training course for the operating staff. This system is
manufactured by So-Luminaire Active Daylighting System Corporation and
must be installed by a licensed manufacturer trained contractor, one
who is certified to install the system. Schacht Lighting is the only
licensed distributor and installer in the Texas area that is certified
to perform the work. The SIC code is 3231 and the small business size
standard is 500 employees. In accordance with FAR 13.5, this
acquisition will be conducted under the authority of the test program
for commercial items. The proposed purchase order is for items which
the Government intends to solicit and negotiate with only one source
under the authority of FAR 6.302-1 and 13.501(a)(ii) as modified to
reflect an acquisition under the authority of the test program for
commercial items (section 4202 of the Clinger-Cohen Act of 1996).
Interested persons may identify their interest and capability to
respond to the requirement or submit quotes. This notice of intent is
not a request for competitive quotes. However, all quotes received
within eleven days after date of publication of this synopsis will be
considered by the Government. The tentative issue date is 07 September
1999 with a tentative closing date of 10 September 1999. Requests for
