LABRIOLA (i) This is a combined synopsis/solicitation, for
Headquarters, U.S. Marine Corps for commercial supplies and services,
in the procurement of innovative designs and the production and
installation of exhibits, at the Marine Corps Historical Center,
Washington Navy Yard, to commemorate the 50th Anniversary of the Korean
War. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. (ii) The
Request for Quote (RFQ) number is M00027-99-Q-0009. (iii) The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-12. (iv) This
acquisition is not a set-aside. (v) A Site Visit to the Marine Corps
Historical Museum, located at Bldg. 58, Washington Navy Yard, 901 "M"
Street, Southeast, Washington, DC 20374-5040, has been scheduled for
September 7, 1999, at 1000 A.M. Interested parties should contact
either Mr. James Fairfax at (202)433-4850 or LtCol. Craig at (202)
433-2484, of their desire to attend the site visit. The site visit is
the statement of work. The offerors will tour the Special Exhibits
Gallery where the Korean War Exhibit(s) will be displayed. This will be
the only site visit scheduled. LtCol. Craig and Mr. James Fairfax are
the technical points of contact. (vi) After the site visit, the
contractors should prepare their quote in sufficient detail to clearly
describe how they plan to accomplish the design, fabrication,
production and installation of these exhibits. The quote should also
provide for three levels of cost estimates: The lowest cost which
satisfies only the minimum requirement of planning the layout,
fabricating the contents, and exhibiting each of the artifact cases;
medium high cost estimate that provides for extra attractions,
including the minimum needs; and a higher cost estimate that includes
both the minimum and extras plus any suggested improvements. (vii) The
description of minimum services to be performed includes but is not
limited to; developing orredesigning exhibit cases, developing and
installing Photomurals and/or wall graphics; producing flag and map
graphics, producing digital photography and/or new signs; archiving of
files, designing exhibit cases; incorporating artifacts (such as
equipment, uniforms, weapons, etc.) into the exhibits. It is
conceivable that stand-alone kiosks could be used or videos used to
enhance the displays. Government Furnished Material (GFM) shall be the
artifacts, photos, artwork, and other materials as needed for the
displays. The Government will review and approve any designs/sketches
prior to implementation. No walls will be removed nor installed. The
final Statement of Work will be the award quote. (viii) The following
FAR provisions apply to this acquisition: FAR 52.212-1, Instructions to
Offerors -- Commercial Items, (Aug 1998) plus any subsequent addenda.
(ix) 52.212.2, Evaluation -- Commercial Items. A Firm Fixed Price (FFP)
contract will be made to the responsible offeror whose offer conforms
to the solicitation and is found to be most advantageous to the
Government, price and other factors considered. Offerors must include
a completed copy of the provision at FAR 52.212-3, Offerors
Representations and Certifications (MAY 1999), with their quote. (x)
The clause at FAR 52.212-4 Contract Terms and Conditions -- Commercial
Items (MAY 1999), applies to this acquisition. (xi) The clause at FAR
52.212-5, Contract Terms and Conditions required to Implement Statutes
or Executive Orders -- Commercial Items (MAY 1999). The following
sub-paragraphs under paragraph (b) are hereby checked: (11), (12),
(13), (14), (15), (16), and (22); the following sub-paragraphs under
paragraph (c) are hereby checked; (1) and (2), regarding which, if any,
additional FAR clauses cited in the clause are applicable to this
acquisition. Vendors must have a Valid Trading Partner registration in
the Central Contractor Registration (CCR) system. Furnish DUNS Number,
Taxpayer ID number (TIN), and Cage Code number with proposal. (xii)
Telephonic responses will not be considered. Written responses (quotes)
are due no later than 2:00 p.m. Eastern Daylight Time on September 16,
1999 to the following address: Headquarters, U.S. Marine Corps (LBC),
