End Title I, Title II and other Architect-Engineer Services at the
United States Air Force Academy CO, for study and design of repairs to
the Spires of the Air Force Academy Cadet Chapel. Services required
may include field investigations, recommendations, studies, reports,
analysis, cost estimates, specifications, product research, record
documents research, preparation of construction drawings, and
presentations to coordinating agencies. Construction management
services, as-built services, and peer review services may be required.
One architectural firm will be selected for project number 99-1300.
Architect-Engineer firms that meet the requirements described in this
announcement are invited to submit the following; (A) Standard Form
254, Architect-Engineer and related services questionnaire; (B)
Standard Form 255, Architect-Engineer related services for specific
projects. A cover letter shall be included along with the Standard Form
254 and 255, which specifically addresses each of the belowlisted
criteria in sequence. Criteria forming the basis for selection by the
Selection Boards will include: (1) Specialized Experience; expertise
(architectural and structural) of the firm in design of unique
architectural structures using steel frame, aluminum cladding, and
stained glass construction of the type used for the Cadet Chapel, (2)
Professional qualifications of experienced key personnel and
consultants. Project managers of A-E firms must hold a professional
degree and be a registered architect or professional engineer. License
in the State of Colorado is preferred; (3) Capacity of the firm to
complete design within the required time limits; (4) Past performance
of contracts, both Government and Private, in terms of cost control,
quality of work, and compliance with performance schedules; (5) Volume
of Work/Prior DOD Awards -specifically list all DOD contracts awards
the firm for the previous twelve months to include fees; (6) Previous
work at the United States Air Force Academy; (7) CADD capabilities; (8)
Location in general geographical area of the Air Force Academy. The
above criteria are listed by their relative order of importance.
However, some criteria may be of equal value to each other. Appropriate
data in response to this notice must be received by 3 P.M. MDT on 30
Sep 99. Responses must reference the solicitation number and be hand
carried or mailed to: Operational Contracting Office, Bldg 8110, First
Floor Lobby, USAF Academy, CO 80840-2315. Failure to supply data in
the cover letter for criteria 1 through 8 above may result in
disqualification of the firm. Based on these criteria, the USAFA
Selection Board will select three firms to interview for this
requirement. After completion of interviews, a single firm will be
selected to fulfill this requirement. An indefinite delivery,
indefinite quantity contract is contemplated. The term of the resulting
contract will be for one (basic) year plus three option years to be
exercised unilaterally at the discretion of the government. The firm
selected is guaranteed a minimum of $5,000.00 in fees for A-E Services.
Delivery orders will be issued as requirements are identified and
funding becomes available. No single delivery order may exceed
$199.000.00 in fees. The total of all awards under this contract shall
not exceed $500,000. The first delivery order under this contract will
be for the design of repairs, renovation, or repair by replacement of
the structures and components that comprise chapel roof spires 1, 2 and
3. Title II delivery orders may involve direct consultation with
construction contractors. This requirement is being advertised
unrestricted in accordance with the Small Business Competitive
Demonstration Program. SIC code 8712. The small business size standard
for this requirement is average annual receipts of not more than $4
