This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, a quote is being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation N61339-99-Q-4021 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-11. The solicitation shall be awarded on a sole source basis to Thompson Training and Simulation Inc, Arlington, TX. The SIC Code for this solicitation is 7629 with a size standard of $5.0. The following items are required: CLIN 0001, Installation Services for Wide-Angle Infinity Display Equipment (WIDE) II visual system skin replacement for Device 2F143 Serial Number 1 at NAS, Whidbey Island, WA per statement of work -- SCOPE. 1.1 Government Furnished Equipment/Documentation (GFE/D). The following GFE/D will be provided to the contractor for performance under this SOW. 1.1.1 Floor Space. The Government will provide space for personnel and equipment at the training device site as required by this SOW. 1.1.2 Government Furnished Documentation. Any documentation delivered under Government contract for training devices covered by this SOW and under the cognizance of the NAS Whidbey Island EA-6B In-Service Engineering Office (ISEO) will be available for contractor use during the period of performance. 2. APPLICABLE DOCUMENTS. 2.1 Government Documents. NAWCTSD documents: Unnumbered -- 2F143 SP-X WIDE II Visual System Test Procedure, Appendix B, 2F143 Trainer Test Procedures and Results Report dated 1 Oct 1990. 224-1270 -- Specification for EA6B (ICAPII) Operational Flight/Navigation Trainer Device 2F143 dated 15 April 1985. 3. REQUIREMENTS. 3.1 General Requirements. 3.1.1 Trainer Time. Minimum impact to Navy fleet training is of utmost importance. The trainer shall not incur any downtime; however, the visual system will be made available tothe contractor for four days to perform the mirror skin replacement, and the motion system will be made available for two of the four days. Two of the four days will be on a weekend. 3.2 Detailed Requirements. 3.2.1 Replacement of Visual System Mirror Skin. The contractor shall provide all material, supplies, and labor necessary to complete the replacement of the Device 2F143 OFNT, S/N 1, WIDE II Visual System mirror skin. The replace visual system mirror skin shall meet the original system's visual performance specification as specified in NAWCTSD Spec No. 224-1270. No scratches or chromatic aberrations shall be discernible. Spherical reference equi0ment (SPHERE) pattern geometrical accuracy shall be maintained. 3.2.2 Test and Evaluation. The contractor shall verify the operational performance of the visual system using the 2F143 SP-X WIDE II Visual System Test Procedure, Appendix B, 2F143 Trainer Test Procedures and Results Report dated 1 Oct 1990. The Government will witness the contractor testing and will document any discrepancies found. The contractor shall correct the documented discrepancies prior to Government acceptance of the mirror skin replacement. Acceptance shall be made at destination upon delivery. Delivery shall be made FOB Destination. The following FAR/DFAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 252.212-7001. The following subparagraphs of FAR 52.212-5(b) apply: (12), (13), (14), (15), (22) . The following subparagraphs of FAR 52.212-5(c) apply: None. The following clauses of DFARS 52.212-7001(b) and (c) apply: 252-225-7001. A COMPLETED COPY OF THE FOLLOWING MUST BE INCLUDED WITH THE QUOTE: FAR 52.212-3 AND DFARS 252.212-7000.
