Comparison Study (A-76) of the Central Heat Plant System at Dover Air
Force Base, Delaware is being conducted in accordance with the OMB
Circular A-76, Performance of Commercial Activities. The contractor
shall operate and maintain the central heat system and other designated
equipment in accordance with the contract, the appropriate equipment
manufacturer_s recommendations, and commercial practices. The
contractor_s plant maintenance procedures shall include safe start-up,
control, operation, and shutdown. The contractor shall ensure the
system produces the appropriate thermal demands and remains
environmentally compliant during the production and distribution of
High Temperature Hot Water (HTHW). The contractor shall ensure proper
inspection and maintenance of primary and ancillary equipment and
system functions, including but not limited to production, production
control, distribution, pumping, emission control, water treatment, and
fuel supply. The Contractor is responsible for the safe, effective and
efficient operation, maintenance, repair and corrosion control of the
central heat plant and all of it_s ancillary equipment which will
include natural gas regulators, meters, pumps and piping from the
components inside the plant walls. Piping, distribution, pressure
valves, boilers, and other items shall be maintained according to the
appropriate craft and utility codes. Period of performance: is Initial
period is 01 October 2000 through 30 September 2001; Option Year 1
period is 01 October 2001 through 30 September 2002; Option Year 3
period is 01 October 2003 through 30 September 2004; and Option Year 4
is 01 October 2004 through 30 September 2005. This project is 100%
set-aside for small business. The Standard Industrial Code (SIC) is
8744 and the small business size standard is $5 million annual average
gross revenue of the concern for the last three fiscal years including
foreign and domestic affiliates. The solicitation is available over the

posted, it is incumbent upon interested parties to review this site
frequently for any updates/amendments to any and all documents. All
prospective offerors interested in submitting a proposal on this
solicitation must have a commercial entity (CAGE) code. Since this is
a Cost Comparison Study, a Government cost estimate is being developed
and a contract may or may not result. The Request for Proposal (RFP)
is a best value source selection and will consist of three parts;
technical capability of contractor to meet requirement, present/past
performance history and price. Technical capability, present/past
performance, when combined, are significantly more important than
price. The Government reserves the right to evaluate proposals and
award a contract without discussions. Therefore, each initial offer
should contain the offerors best terms from a price and technical
standpoint. However, the Government further reserves the right to
conduct discussions, if later determined by the Contracting Officer as
necessary. Failure of an offerors proposal to meet ANY given
requirement of the RFP may result in the entire proposal being found to
be unacceptable and eliminated from further consideration. Evaluation
