All prospective offerors interested in submitting a proposal on this solicitation must have a commercial entity (CAGE) code. Since this is a Cost Comparison Study, a Government cost estimate is being developed and a contract may or may not result. The Request for Proposal (RFP) is a best value source selection and will consist of three parts; technical capability of contractor to meet requirement, present/past performance history and price. Technical capability, present/past performance, when combined, are significantly more important than price. The Government reserves the right to evaluate proposals and award a contract without discussions. Therefore, each initial offer should contain the offerors best terms from a price and technical standpoint. However, the Government further reserves the right to conduct discussions, if later determined by the Contracting Officer as necessary. Failure of an offerors proposal to meet ANY given requirement of the RFP may result in the entire proposal being found to be unacceptable and eliminated from further consideration. Evaluation factors will be set forth in the solicitation. Questions about this solicitation should be e-mailed to Sharon Morgan, Contract Specialist, at sharon.morgan@dover.af.mil.
