Herting The Pension Benefit Guaranty Corporation (PBGC) intends to award a sole source contract to acquire the ARIEL software package, periodic technical and actuarial updates for the software package, and services to support its modification to meet PBGC requirements,its implementation at PBGC and the integration of selected pension plans into the modified software package. Morneau Sobeco is the owner of ARIEL software package and is the only authorized seller of the product. Likewise, the intended contractor is the only firm with knowledge of the product sufficient to provide periodic technical and actuarial updates. PBGC's application of ARIEL will require that the software be modified to accommodate calculations that are performed only by PBGC during the trusteeship processing of terminated pension plans. These modifications will require a thorough understanding of the software package as well as an in-dept knowledge of actuarial principles and procedures as applied in the pension industry. The intended firm is the only firm with the requisite understanding and knowledge. PBGC also requires assistance in the implementation of the modified software and that a selected number of terminated pension plans be integrated into the modified software package to facilitate that implementation. The intended contractor is the only firm with hands-on experience with the software package. The period of performance is for a base year plus four one-year options. The proposed contract is for supplies and services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to award a sole source contract is not a request for competitive proposals. A sources sought was publicized in the June 1, 1999 issue of the CBD and based upon market research, Part 12, Acquisition of Commercial Items is not being used for this procurement.
