intends to negotiate a sole-source simplified acquisition with Mobility
International USA (MIUSA) for services required to inform young people
with disabilities and their caretakers about opportunities to
participate in international exchange programs. The services required
include: (1)designing, publishing, and distributing an informational
brochure, (2) writing and publishing journals on the subject matter in
disability newsletters and magazines, (3) designing and posting a web
page concerning the exchange programs, and (4) attending some
disability conferences/meetings to discuss the programs and to
disseminate program information. MIUSA is the only US based
organization that has the full knowledge necessary to assist youth with
disabilities in designing a suitable and effective exchange program in
order to meet these requirements. Areas of unique expertise
demonstrated by MIUSA include a thorough knowledge of the Social
Security disability programs and work incentive provisions as well as
a comprehensive knowledge of public disability policy; an extensive
knowledge of national and international disability law and policies; an
inclusive knowledge of state and local disability policy and programs
that provide services to people with disabilities, i.e., State
Rehabilitation Administration, Special Education, etc.; in depth
knowledge of international, national, state and local educational and
cultural exchange programs and policies; and MIUSA is the only National
Clearinghouse on Disability and Exchange, sponsored by the US
Information Agency. MISUA is the only organization known by SSA that
has the depth and breadth of knowledge needed in these skill areas to
plan and coordinate the types of services we require. The scope and
extension of the work that MIUSA does with youth with disabilities in
the international exchange process has not been duplicated in any other
organization in the USA or aboard. In order to provide these services,
it is essential that the contractor possess the kind of experience and
knowledge reflected above. This is not a request for quotation or an
