COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 1,1999 PSA#2423PURCHASE OF ANTI-ICING/DE-ICING INTERGRATED CONTROL SYSTEM DESCRIPTION:
The U. S. Air Force intends to negotiate and award an indefinite
delivery, indefinite quantity (IDIQ) contract to GPS Integration Ltd.,
2577 Glenn Drive, Canyon Lake, TX, 78133 for the purchase of
integrated snow and ice control integrated systems as follows: -- A
snow desk operations center containing a hardware and software package
providing situational awareness via a wireless link to the
vehicle-based data monitoring and acquisition system. The snow desk
will be capable of providing a manual command and control interface for
directing airfield anti/deicing operations. -- A vehicle-based data
monitoring and acquisition system containing a differentially corrected
GPS (Global Positioning System) and sensors capable of simultaneously
measuring and mapping continuous surface friction, surface temperature,
and ambient temperature. Data must be collected and mapped in no larger
than 100-meter segments. The data will be remotely transmitted direct
from the monitoring vehicle on the airfield to the snow desk via
wireless transmission. -- A truck mounted chemical spreader unit.
Spreader must provide a precise spread pattern, which enables the
driver to control the spreading width and specific quantity application
rates. Spreader must have agitator bar and delivery roller with
interchangeable delivery cams to break up material clumps and regulate
dosage of materials. It must be capable of synchronized, minimum 30%
liquid to dry pre-wetting of dry chemicals at twin, stainless steel
discs, and the capacity should be no less than 10 cubic yards. -- A
trailer mounted liquid chemical sprayer unit. Said unit must
demonstrate proven winter hardiness. The sprayer must be capable of
precise applications regardless of forward speed of prime mover without
stopping and without changing nozzle size. The capacity must be no less
than 1,100 U.S. gallons. -- A data channel linking the inspection
vehicle with the snow desk, for transmission of monitoring and
reporting data to the snow desk. -- Thesnowdesk display screen shall
consist of a graphical map image of the airfield showing the exact
position of current airfield pavement temperature and friction
conditions. -- The system will include a 2-year unconditional warranty,
installation and set-up, and initial operator training. This award will
be made using simplified acquisition procedures. No solicitation is
available. Interested parties may identify their interest and
capabilities to respond to the requirement or submit proposals. This
notice is not a request for competitive proposal. All proposals
received within 10 days after the date of publication of this synopsis
will be considered by the Government, A determination by the
Government not to compete proposed contract based on responses to this
notice is solely within the discretion of the Government. The
