procurement@bpd.treas.gov. Description:The Bureau of the Public Debt
intends to award a sole-source contract to United Space Alliance, 1150
Gemini Avenue, Houston, TX 77058, for the development of a campaign
video for the 2000 Savings Bond Campaign. The CEO of United Space
Alliance is serving as the National Chairman of the 2000 Savings Bond
Volunteer Committee. As a result of his role as chairman, the CEO has
committed to develop brochures and other promotional material using
NASA space operation facilities and personnel including astronauts. The
Government estimates the value of all the materials being produced for
this campaign to be in excess of $250,000. Based on Public Debt_s
research, there needs to be a thematic tie-in for the video to
strengthen the message delivery. The Contractor shall utilize
facilities, film footage and personnel in producing these items which
will incorporate the 2000 campaign theme _Creating a New Century of
Savings_ as well as the institutional theme _Take Stock in America,
U.S. Savings Bonds._ The purpose of these items is to support
multi-purpose group presentations and employer-sponsored Savings Bonds
payroll savings programs. The goal is to increase public awareness
about the benefits of Savings Bonds, the need for routine and
systematic savings, and to save with U.S. Savings Bonds. The video
shall be entertaining and motivating with a duration of 7 to 8 minutes
long, closed caption in English and Spanish, on master quality D-2 and
BetaSP tapes suitable for replication purposes. Public Debt shall have
the rights to use this video for more than one year. Payment of
artists appearing or participating in the production of the campaign
video shall be made in accordance with American Federation of Radio and
Television Artists (AFTRA), Screen Actors Guide (SAG), and American
Federation of Musicians (AF of M) as applicable. The video shall be
non-commercial, non-partisan politically, and not designed to influence
legislation. The Contractor shall convey rights that allow employers
participating in the payroll savings plan 1) to reproduce the video for
distribution to their subsidiaries and branches, or to other employers
offering payroll savings programs, and 2) to allow broadcast within
their own closed circuit system to present the video to their
employees. All affirmative responses must be accompanied by sufficient
documentation to clearly show the ability to have the rights to use
NASA facilities, film footage, and personnel for the production of a
video which would have a thematic tie-in to the brochure being produced
by United Space Alliance. The responses must be received within 15 days
of this advertisement. If no affirmative written response is received
within 15 calendar days after publication of this notice to the effect
that another company has the rights described above or that is more
advantageous to the Government than obtaining these items from United
Space Alliance, a sole source contract will be negotiated. Delivery
shall be to Bureau of the Public Debt, 999 E Street, Washington, DC.
