Solicitation F49642-00-R0002 previously published in the CBD on August
13, 1999 has been amended. Amendment A001 is issued to the above
combined synopsis/solicitation for Support Services for the Air Force
Chief of Staff General Officer Career Management Seminar. This
amendment is issued in accordance with FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only amendment of the above solicitation,
proposals are being requested, and a written amendment will not be
issued. This amendment is issued to furnish questions and answers
concerning this synopsis/solicitation. Question 1: The contractor
personnel must possess the following minimum qualifications: Must be
present the entire seminar. Does this mean that a contractor
representative or does it mean that all contractor personnel (including
briefers) must be present for the entire five days, including the first
day when they are not presenting? Answer: The contract manager and his
representatives or briefers should all be present during their portion
of the training. They do not have to be present the first day but must
provide audiovisual equipment and tentcards for the briefers that day.
Question 2: Must have a Master_s Degree in any subject area. Does this
refer to the Facilitator or all personnel i.e. including briefer?
Answer: This refers to the contract manager and all briefers. Question
3: Must have a minimum of 3 years experience counseling general
officers or senior corporate executives, specifically related to
outplacement services. Does this refer to the Facilitator or all
personnel i.e. including briefer? Answer: This refers to the contract
manager and all briefers. Question 4: Must have had prior senior
military officer duty (0-6 or higher, active or reserve) or have
briefers who do. Must have had a minimum of 10 years active duty
military leadership experience. Does this refer to D. meaning prior
senior military officer (0-6 or higher) must be a minimum of 10 years?
Answer:This only refers to the contract manager. The senior military
officer (active or reserve) must have at least 10 years of active duty
service. This means that a Reserve O-6 with 20 years of total service
must have served 10 of those years on active duty. Question 5: Must
have a minimum of 5 years experience as a senior executive in a public
or private corporation. Does this refer to the Facilitator only or
does this include briefers? Answer: This refers to the contract
administrator. Question 6: Is the current RFP a new project or
considered a follow-on of an existing or previous effort? Answer: This
requirement is a follow-on requirement to an existing effort. Question
7: If follow-on: Who was/is the incumbent contractor? Ruehlin

8: What was/is the contract current fixed fee and 10-minute follow-up
service fee? Answer: The purchase order value is $46,149.00. Question
9: Did the incumbent contractor (if any) complete the contract
satisfactorily in accordance with the terms of the contract? Answer:
The contractor_s performance has been deemed satisfactory. Question 10:
Was the contract cancelled or work stopped for convenience or other
cause? If so, please explain. Answer: No. Question 11: Did the
Government exercise all option years? Answer: There were no option
years on the purchase order to exercise. Question 12: The statement of
work states that the evaluation will consider technical higher than
price. What is the technical vs. price ration? Answer: In accordance
with Federal Acquisition Regulation (FAR) clause 52.212-2 the
significant evaluation factors of technical and price have been
included in relative order of importance. No ration is assigned to each
of the evaluation factors. Question 13: What are the technical
evaluation factors and ranking? Answer: The technical evaluation will
be an evaluation of the offerors technical approach to meet all
requirements of the Performance Work Statement (PWS). Question 14: What
is the date/time the proposal must be turned in to the contracting
office? Answer: The closing date of the solicitation is 6 Sep 99 at
4:30p.m. Question 15: Could you please advise on the meaning of the
statement "this acquisiton is being acquired on a 100% Small Business
Set-Aside" and ....the Small Business size standard is $18.5 million?
Answer: In accordance with Federal Acquisition Regulation (FAR) Part
19.502-2(b) the contracting officer shall set aside any acquisition
over $100,000 for small business participation when there is a
reasonable expectation that offers will be obtained from at least two
responsible small business concerns offering the products of different
small business concerns and award will be made at fair market prices.
Size standards are also addressed in the FAR at Part 19.102. Size
standards are established by the Small Business Administration on an
industry-by-industry basis to classify the product or service being
provided. These size standards are established so that offerors can
appropriately represent themselves as small or large businesses. The
$18.5Million refers to the annual receipts of the business. . . Annual
receipts of a concern which has been in business for 3 or more
complete fiscal years means the annual average gross revenue of the
concern taken for the last 3 fiscal years. For the purpose of this
definition, gross revenue of the concern includes revenues from sales
of products and services, interest, rents, fees, commissions and/or
whatever other sources derived, but less returns and allowances, sales
of fixed assets, interaffiliate transactions between a concern and its
domestic and foreign affiliates, and taxes collected for remittance
(and if due, remitted) to a third party. Such revenues shall be
measured as entered on the regular books of account of the concern
whether on a cash, accrual, or other basis of accounting acceptable to
the U.S. Treasury Department for the purpose of supporting Federal
income tax returns, except when a change in accounting method from cash
to accrual or accrual to cash has taken place during such 3-year
period, or when the completed contract method has been used. AMENDMENT
ACKNOWLEDGMENT: Proposals must acknowledge receipt of this amendment
before the hour and date specified in the synopsis/solicitation.
Failure of this acknowledgment to accompany the proposal may result in
rejection of your proposal. If as a result of this amendment you
desire to change a proposal already submitted, such change may be made
by letter. The letter must refer to the solicitation and this
amendment, and be received before proposals are due. The
synopsis/solicitation F49642-00-R0002 is amended as indicated above.
The hour and date for receipt of proposals is not changed. Except as
provided herein, all other terms and conditions of F49642-00-R0002
