and Industrial Supply Center (FISC), San Diego is issuing a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A SEPARATE
WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number
N00244-99-T-B310 applies and is issued as a Request For Quotation. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition circular 90-97-13 and Defense
Acquisition Circular 91-13. The standard industrial code is 7359 and
the business size standard is $5 million dollars. This procurement
action is a 100% set-aside for small business concerns. All responsible
sources may submit an offer. Agency need is for the lease of electric
motor driven high/low pressure air compressor (HPAC's) units. This
requirement is for a fixed price, indefinite delivery/requirements type
contract for line items as follows: BASE YEAR -- Line Item 0001:
Quantity 300 days; Item Description: Lease of High pressure air
compressor, electric motor driven, 3 phase, 440 volts, 60 HERTS, 5,000
PSI, 15-20 CFM capacity. Line Item 0002: Quantity 165 days; Item
Description: Lease of Low pressure air compressor, electric motor
driven, 3 phase, 440 volts, 60 HERTS, 75HP, 125 PSI, 250 CFM capacity.
OPTION YEAR 1 -- Line Item 0003: Quantity 300 days; Item Description:
Lease of High pressure air compressor, electric motor driven, 3 phase,
440 volts, 60 HERTS, 5,000 PSI, 15-20 CFM capacity. Line Item 0004:
Quantity 165 days; Item Description: Lease of Low pressure air
compressor, electric motor driven, 3 phase, 440 volts, 60 HERTS, 75HP,
125 PSI, 250 CFM capacity. OPTION YEAR 2 -- Line Item 0005: Quantity
300 days; Item Description: Lease of High pressure air compressor,
electric motor driven, 3 phase, 440 volts, 60 HERTS, 5,000 PSI, 15-20
CFM capacity. Line Item 0006: Quantity 165days; Item Description: Lease
of Low pressure air compressor, electric motor driven, 3 phase, 440
volts, 60 HERTS, 75HP, 125 PSI, 250 CFM capacity. The Statement Of Work
(SOW) applicable to the air compressor units is as follows: 1.0 GENERAL
REQUIREMENTS 1.1 The contractor shall deliver all High Pressure Air
Compressors (HPAC) and Low Pressure Air Compressors (LPAC) in
accordance with each delivery order and the specifications contained
herein. 1.2 The price of all compressors shall include all hardware and
hoses necessary to operate the compressors in the manner they are
designed. 1.3 The price of all compressors shall include on site
delivery and pickup, and any relocation between sites at the Naval
Submarine Base, Point Loma, San Diego. 1.4 The Government shall supply
all utilities required at all pier sites. If any facilities are
required to set up the compressor that are not normally supplied on the
submarine piers, the contractor shall contact FISC, SIMA Site, Point
Loma in advance to arrange for thoseservices. 1.4 It is the
contractor's responsibility to coordinate the set up of additional
facilities with FISC, SIMA Site, Point Loma prior to the required
delivery date and time of the compressor. 2.0 SPECIFICATIONS 2.1 Each
HPAC compressor shall include one high pressure hose. The hose shall be
a minimum of 200 feet and a maximum of 250 feet in length, and each
high pressure hose shall be tested and certified to 10,000 PSI,
nominally rated to 5,000 PSI, within the previous twelve (12) months.
2.2 Each LPAC rental shall include one low pressure hose. The hose
shall be a minimum of 200 feet and a maximum of 250 feet in length, and
each low pressure hose shall be tested and certified to 125 PSI, within
the twelve (12) months. 2.3 All interconnecting piping between and
following each stage of compression, should be properly secured by
manufacturer to contain piping and tubing, should fittings and tube
ends separate due to equipment vibration and/or metal fatigue.
Interconnection between stages by means of flexible hoses are not
acceptable. 2.4 A copy of the certified test results shall accompany
each hose supplied with the compressors. 2.5 The contractor shall
deliver, set up and test all compressors leased under this contract
within forty-eight (48) hours to the location specified in the
individual delivery order. Delivery orders may either be oral or
written as specified herein. 2.5.1 Delivery times are between 0800
Monday through 1700 Friday local time, excluding federal holidays. All
deliveries shall be coordinated with a technical representative from
the FISC, SIMA Site, Point Loma. 2.6 The contractor shall repair or
replace sub-standard equipment or equipment that malfunctions while
operating, within one day (24 hours) of notification by the Government
at no additional cost. 2.7 The contractor shall relocate any
compressor specified within one day (24 hours) of the request by the
Government at no additional charge. 2.7.1 Relocation consists of
disconnecting the installed compressor, moving it to the designated
location, and setting it up for use. 2.7.2 Compressor will be relocated
only within the Naval Submarine Base, and only on or near the submarine
piers. 3.0 SAFETY STANDARDS General safety guidelines are listed in
American Petroleum Institute Standard 618 Reciprocating Compressors for
General Refinery Services, Third Edition. 3.2 The following safety
standards are minimum requirements for operation of compressors at a
Naval facility. The contractor is not limited to these standards: 3.2.i
LOW OIL PRESSURE and LOW OIL SHUTDOWN -- All air compressors shall have
a built-in shutdown for a low level oil condition. The specific low oil
pressures and levels vary with the type of compressor. 3.2. 2 NEMA --
4 WFATHER-TIGHT ELECTRICAL ENCLOSURES -- All equipment will be operated
in areas exposed to varying weather conditions as well as a salt water
environment. All compressor electrical components will be contained in
weather tight enclosures. 3.2.3 BELT GUARD ENCLOSURES -- All
compressors shall have belt guard enclosures which meet or exceed OSHA
safety requirements. 3.2.4 CONDENSATE BLOW-DOWN COLLECTION SYSTEM
Compressor condensate is considered a hazardous waste. All compressors
shall include a condensate blow-down collection system to avoid
spillage. After collection, FISC SIMA, Point Loma will dispose of any
collected condensate. 3.2.5 STARTER -- All compressors shall include a
combination disconnect magnetic starter to protect electrical
components and ensure correctly sized switch gear is used. 3.2.6
ROTATION SAFETY SHUTDOWN -- All compressors shall include a wrong
rotation safety shutdown to protect equipment from damage upon initial
start up. 3.2.7 HIGH TEMPERATURE SHUTDOWN -- All compressors shall
include a high discharge air temperature shutdown switch in order to
avoid potential hose failure and pipeline explosions. The maximum
actual discharge temperature shall not exceed -300 degrees Fahrenheit
per stage of compression. The high temperature discharge shutdown
switch shall be set at 350 degrees Fahrenheit. Period of
performance/ordering period shall be from 01 October 1999 through 30
September 2000 with two, 1-year options. Orders may be place
immediately upon contract award. Deliveries must be coordinated with
FISC, SIMA Site, Point Loma. Point of contact and phone number will be
provided upon contract award. The U.S. Government Credit Card (VISA)
shall be utilized in the placement and payment of orders. Offerors
responding to this procurement action must be capable of processing
VISA Government Credit Orders. The following clauses and provisions are
applicable and hereby incorporated into the solicitation by reference
in lieu of being checked and will be provided by the contracting
officer in full text upon request. The provision at FAR 52.212-1,
Instructions to Offerors-Commercial Items applies. Addendum to FAR
52.212-1, Paragraph (b)(5): offers shall provide an express warranty
which at a minimum shall be the same warranty terms, including offers
of extended warranties, offered to the general public. Express
warranties shall be included in the contract. Successful Offeror will
be required to complete a copy of the following provisions: FAR
52.212-3, Offeror Representation and Certifications-Commercial Items;
DFARS Clause 252.212-7000, Offeror Representations and
Certifications-Commercial Items; and addendum clause DFARS
252.225-7035, Buy American Act-North American Free Trade Agreement
Implementation Act-Balance of Payments Program Certificate. Clause
52.212-4, Contract Terms and Conditions Commercial Items, applies as
well as the following addendum clauses: FAR 52.211-5, New Material; FAR
52.211-7, Other Than New Material, Residual Inventory, and Former
Government Surplus Property; FAR 52.225-18, European Community
Sanctions for End Products. The clause at 52.212-S, Contract Terms and
Conditions Required To Implement Statutes or Executive
Orders-Commercial Items applies with the following applicable clauses

Contract Terms and Conditions Required to Implement Statutes or
Executive Orders Applicable to Defense Acquisitions of Commercial
Items, applies with the following clauses applicable for paragraph (b):
DFARS 252.225-7012, Preference for Certain Domestic Commodities; and
DFARS 252.225-7036, North American Free Trade Agreement Implementation
Act. Any contract awarded as a result of this solicitation will be a
DO rated order certified for national defense use under the Defense
Priorities and Allocations System. The government intends to make a
single award to the responsible offeror whose offer is the most
advantageous to the government considering price and price-related
factors. Provision 52.212-2, Evaluation-Commercial Items, applies.
