Geological Survey (USGS) is requesting information from commercial
sources regarding commercially available mass spectrometers which are
equal to the Finnigan MAT 252; with MEMCO 6 Faraday collectors for
isotopic analysis of CO2, N2, SO2, O2, and CO2; with electronics for
collection of up to six channels simultaneously collected; Dual viscous
inlet system including changeover valve and spare membrane and stamps
for entire change over valve; Differential pumping; Conflow-III
interface for CE elemental analyzers and Finnigan TC/EAs; Tee fittings
and two crimps at source to allow USGS to connect one additional
1/16-inch (dual-inlet) sample capillary and on additional 1/16-inch
(dual-inlet) standard capillary to mass spectrometer for introduction
of gas from USGS mercury pistons instead of bellows; five filaments;
multiport (12X) inlet system; source constructed of materials for low
memory of oxygen gas. For dual-inlet analyses, the internal precision
must be 0.02 per mill or better. Data acquisition and control software
must be compatible with LIMS for Light Stable Isotopes (U.S.
Geological Survey Open-File Report 98-284). Based on information
available at this time, the USGS considers the required system to be
sole-source and plans to enter into non-competitive discussions with
Finnigan MAT of San Jose, California. Any responses to this synopsis
should contain sufficient technical documentation and descriptive
literature to sufficiently describe system capabilities. Publicly
available commercial pricing information in response to the above
description is also requested in as much detail as possible. Neither a
draft statement of work nor specifications are available. The
Government will not pay for information provided in response to this
synopsis. The Contracting Officer plans to acquire the software and
related services pursuant to FAR Subpart 13.5 -- Test Program for
Certain Commercial Items. Technical and commercial price information
