for Quotation (RFQ) for 1 ea. Instron Model 5500 Testing System
capable of meeting the following requirements: dual column table mount
50KN capacity test frame, 50 KN load cell (tension/compression) with
self identification and electronic calibration, load control
capability, 30 KN stainless steel wedge action grips, tension coupling
and specimen centering device. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to
purchase the system from Instron Corporation, 100 Royall Street,
Canton, Ohio 02021-1089. The authority for other than full and open
competition is 10 U.S.C. 2304(C)(1) -- Only one responsible source and
no other supplies or services will satisfy agency requirements. This
authority is justified in that the above system must be fully
compatible and interchangeable with existing equipment in order to
reduce total equipment downtime. Additionally, results obtained by
different systems could not be successfully compared due to subtle
differences among testing systems. Therefore, the Instron 5500 Testing
System meets the requirement for compatability and interchangebility
with existing systems. The Government intends to acquire a commercial
item using FAR Part 12. Interested firms have 10 days from the
publication of this synopsis to submit in writing to the identified
point of contact, their qualifications/capabilities.Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 10 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
considered by the agency. An Ombudsman has been appointed. See Internet
