(301) 402-4509 This is a combined synopsis/solicitation for Commercial
Items, prepared in accordance with the format in FAR 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation and a separate written
solicitation will not be issued. This solicitation, No.
NCI-RFQ-90224-NV, includes all applicable provisions and clauses in
effect through FAR 97-13. The acquisition will be made pursuant to the
authority in FAR 13.5 to use simplified procedures for commercial
acquisitions. The Standard Industrial Code is 3861 and the business
size is 500 employees. This solicitation is set-aside for small
businesses. Requirement: The National Cancer Institute, on behalf of
the National Institute of Neurological Disorders and Stroke (NINDS),
requires a Digital Camera System for studies of peripheral nervous
system development. The investigator will capture and archive high
resolution digital images of immunofluorescence stained, sectioned
animal tissues with the system. These images will then be easily and
directly processed into high quality figures documenting laboratory
results for publication. The investigator will avoid the time delay,
expenses, and uncertainty associated with processing photographic
materials, as well as avoiding the loss in resolution and quality
associated with digitization of photographic materials, prior to
production of microscopic images for publication. The system shall
include the following: a high resolution (6.7 square micron pixel size)
and high sensitivity camera coupled to a liquid crystal filter device
for acquiring color images of immunofluoresent staining; software
allowing computer control (via user writable macros) of an existing
Zeiss microscope (AxioPlan-2 / Phot-2 for Macintosh), camera filter
device and shutter; the system shall provide an integration of
microscope controls for acquiring high quality microscopic images
necessary for documenting research results; shall include installation
and training at no additional cost to the Government. The contractor
shall provide a Year 2000 Warranty for each hardware, software, and
firmware product delivered under this contract. Nothing in this
warranty shall be construed to limit any rights or remedies the
Government may otherwise have under this contract with respect to
defects other than Year 2000 performance. Delivery time shall be within
45 days after award. Delivery shall be FOB Destination or FOB Origin
with transportation insurance provided by the vendor with inside
delivery. The following FAR provisions and clauses apply to this

OTHER THAN CENTRAL CONTRACTOR REGISTRATION. Offerors must provide
descriptive literature, warranties, and/or other information in
sufficient detail to demonstrate that their quotation fully meets the
requirements of this solicitation. The contract will be awarded to the
lowest price offer that fully meets the requirements of this
solicitation. The award will be in the aggregate for all items listed
herein. Offers must be in writing and one original and three copies of
the following shall be submitted: 1) A completed SF-18 or SF-1449 with
a completed "Schedule of Offered Supplies/Services," signed by an
authorized individual to bind the organization; 2) A completed copy of
FAR 52.212-3 "Offeror Representations and Certifications -- Commercial
Items -- with Duns Number Addendum," signed by an authorized
representative of the offeror; 3) descriptive literature and other
information indicating that the quotation meets the requirements; 4) A
copy of the most recent published price list; and 5) acknowledgment of
amendments, if any. All offers and related materials must be received
in the noted office by no later than 2:00 PM EST on September 20, 1999.
