a combined synopsis/solicitation for commercial items in accordance
with the format in FAR Subpart 12.6 and FAR 13, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; quotations are being requested and
a written statement will not be issued. This solicitation,
F05611-99T1816, is being issued as a request for quotation (RFQ) . This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-13. The Standard
Industrial Classification number is 3699. Requestors must state their
business size on each request. Vendor must be actively registered with
Central Contractor Registration. Description: The US Air Force Academy
Flight Training Squadron is attempting to procure a multi-purpose,
multi-station professional flight simulator facility capable of
providing basic and advanced training to all assigned and attached
pilots, both cadets and rated officers. This facility would be IFR
capable, and be fully FAA-approved under FAA AC 61-126 for both Part 61
or Part 141 programs. Based on the Air Force Academy's unique flying
programs involving soaring, motor gliders, and normal powered aircraft,
the system we intend to procure will have active and self-guiding
activities. This is a stringent requirement as instructor availability
is sometimes insufficient for all simulator lessons, thereby allowing
cadets and staff to accomplish standardized lessons. Additionally, the
facility will provide the ability to conduct CRM (crew/cockpit resource
management) training in a dynamic environment. TECHNICAL SPECIFICATION
FOR PC-ATD TRAINING CENTER EQUIPMENT In order to meet the training
requirements, and comply with unit space limitations, the following
specification should be followed: 1. Items to be procured: a. Primary
Training Station General Specification: This specification is for a
two-seat, two-screen with instructor station, fully contained, and FAR
part 61 and 141 approved PC-ATD. This device will serve as the primary
ground platform for USAFA Flying Team, 94th FTS Staff, and Airmanship
Cadet Instructor instrument, CRM, and procedural trainer utilizing
multiple aircraft, audio enhancements, and open/upgradeable
architecture without requiring cockpit-type canopy enclosures. The
government must take delivery of a system that has been previously
assembled by the source agent and thoroughly tested, with the requisite
hardware and software verified as completely function and compatible at
time of delivery (1) Precision Flight Controls, Inc. (PFC) Dual
Professional Flight Console with 3 lever and Cessna-specific power
quadrants. Additionally, the console should be the latest chassis-style
accepting the Digital Avionics Panel. (2) PFC Dual Professional Rudder
Pedal Set (3) PFC Digital Avionics Panel (4) Complete Dual Console
Hood Enclosure (5) Four-way Intercom (6) Lighted Chart Board (7) 2
Captains Seats (8) 2 Seat bass-shaker kits with power supply (9) Dual
Desktop Enclosure (10) PC-Based Computer System with instructor's
station including (2) 19" and (1) 17" montiors. (a) AMAX 450ZMhz
Pentium III with 100 Mhz bus (b) Medium Tower Case (c) 128 meg RAM (d)
10 gig hard drive (e) Diamond V770 32 MB TNT2AGP4 Card (f) Instructor

Monitor for instructor's station NOTE: The above list including items
(a) through (s) should be considered minimum requirements. Prospective
source agents may read each line referenced as the specified component
"or better" per standard contracting practices. (11) Elite SEL Software
Ver 5.3 (PCATD) including the Cessna 172P, Cessna 172R, Piper Arrow IV,
Mooney 201,Bonanza A-36, with instructor station capabilities for PC
systems (12) Elite ATC Training Scenarios . b. Multiple (4) Instruction
Trainers (1) Cirrus Yokes (4) (2) PFC Throttle Quadrant Consoles with
Cessna specific power quadrants (4) (3) Cirrus Rudder Pedal Sets (4)
(4) AV-1 Avionics Panel (5) On Top Software Stations (4 or
appropriately licensed) (6) IP Trainer Software Stations (4 of
appropriately licensed) General Specification: These four stations will
be used by the unit in conjunction with the primary training station as
a means to provide extensive IFR training for all involved with minimum
instructor involvement. IFR training lessons provided will be
self-guided. Additionally, all stations will maintain the same
FAA-approval requirements of the primary training station, and allow
PC-ATD activity for those qualified by the unit through use of
complementary designed software. Contractor proposed delivery is
___________________. FOB for this RFQ is destination. Delivery of items
shall be accomplished between 7:30AM and 3:30PM local time, Monday
through Friday. No deliveries to be made on Saturdays, Sundays, or
Federal Holidays. Offerors must comply with all instructions contained
in FAR 52.212-1, Instructions to Offerors-Commercial. The following
additional FAR provisions and clauses apply: 52.212-2, Evaluation --
Commercial Item, the Government will award a contract resulting from
this solicitation to the responsible offeror whose offer conforming to
the solicitation will be most advantageous to the Government, low
price, technically acceptable. Technically acceptable will be used to
determine if items offered meet above technical specifications. Price
will be evaluated to determine its fairness, completeness, and
reasonableness as it relates to the items offered. 52.212-3, Offeror
Representations and Certifications -- Commercial items, a competed copy
of this provision shall be submitted with the offer. 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, to include clauses 1,2,3,6,7,8 and 9. DFARS

Contract Terms and Conditions Required to Implement Statutes or
Executive Order Applicable to Defense Acquisitions of Commercial Items;
252.225-7001, Buy American Act and Balance of Payment Program (41
U.S.C. 10, E.O. 10582); 252.225-7036, North American Free Trade
Agreement Implementation Act (Alt I); and 252.232-7009, Payment by
Electronic Funds Transfer (CCR). This is approved as a Sole Source
acquisition as authorized by FAR 6.302. However all interested parties
may identify their product by submitting pricing data, an accurate
description of the services offered and make and model numbers of the
service. Only responses containing this data will be conducted for the
purpose of determining whether to conduct an or equal competitive
procurement. If no favorable responses are received by close of
business 5 days from the date this notice appears in the CBD;
negotiations will be conducted with the lowest priced source of the
Brand name required. FAR Clause 52.214-13 is incorporated by reference.
