intends to issue a Request for Proposal (RFP) to L3 Communications for
one spare Solid State Recorder (SSR) and associated support services
for the National Oceanic and Atmospheric Administration (NOAA) L, M, N
& N prime Polar Operational Environmental Satellite (POES). The
solicitation will be issued on a sole source basis in accordance with
10 U.S.C. 2304(c)(1)-Only One Responsible Source. The additional
"clone" SSR will be added to NASA contract NAS5-32542 which is for 7
Solid State Recorders. In addition, the contractor will provide support
services for the TIROS dual transport Standard Tape Recorder (STR) and
Solid State Recorder (SSR) flight units developed for the NOAA
Advanced TIROS-N series spacecraft. The Contractor will be responsible
for the fabrication, qualification, storage, storage testing,
delivery, and post delivery testing. Support services requirements
include as-needed refurbishment and overhaul of STRs and/or SSRs,
support for the integration and test of the recorders onto the
spacecraft as well as anomaly investigations for recorder problems on
orbiting spacecraft, and other necessary field support of the SSR/DTR
Recorders. The anticipated period of performance for the clone SSR is
January, 2000 through June, 2001, while the support service requirement
is anticipated to last through January, 2005. L3 Communications has
produced several Space Flight Qualified Digital and Solid State
Recorders for NASA used on NOAA satellites. L3 has 20 years of
experience building recorders for NOAA TIROS spacecraft, and is
therefore, unique in its ability to build, and troubleshoot the
recorders both on the spacecraft and in-orbit. L3 has in place all the
drawings and procedures required for the SSR Spare build. L3 currently
provides services to the POES Program under NAS5-32911 to correct
anomalies, provide repairs discovered during spacecraft integration and
provide technical expertise with recorder related inquiries. Therefore,
L3 has individuals in-place capable and experienced in producing,
troubleshooting and repairing recorders. The Government does not intend
to acquire a commercial item using FAR Part 12. All responsible sources
desiring consideration are requested to fully identify their interest
and capabilities within fifteen (15) days of the date of publication of
this synopsis to the Contract Specialist, Chris Whyte, at the NASA/GSFC
